BACKGROUND:
In response to the attacks of September 11, 2001 the U.S.
EPA received a supplemental appropriation from Congress to improve the safety
and security of the Nation’s water supply.
The appropriation is intended to reduce the vulnerability of water
utilities to terrorist attacks and to enhance their security and ability to
respond to emergency situations. The
grant monies may be used to develop a vulnerability assessment (VA), emergency
response/operating plan (EOP), security enhancement plans and designs, or a
combination of these efforts.
Utilities may use grant funds for in-house or contract support,
assuming demonstration of qualifications.
The City intends to hire an engineering firm with the
specialized training necessary to conduct a Vulnerability Assessment. The Vulnerability Assessment is a
systematic analysis used to develop a security protection water supply,
treatment, and distribution systems.
It identifies systems vulnerabilities and prioritizes plan for security
upgrades, modifications of operation procedures to describe alternate
measures and response actions.

ORDINANCE 2003-O-037
Amending the City of
Laredo FY 2002-2003 Annual Budget in the amount of $115,000 through a grant
awarded to the City of Laredo Utilities Department by the Environmental Protection
Agency. Funds will be used to pay towards the completion of a vulnerability
assessment of the water system.
Whereas, the
City Council previously adopted the budget for fiscal year 2002-2003; and
Whereas, 100% of the grant funds are
federally funded by the Environmental Protection Agency through a supplemental
appropriation from Congress; and
Whereas, funds will be used to pay towards the completion of a vulnerability
assessment of the water system; and
Whereas, the vulnerability assessment is a
systematic analysis used to develop a security protection of the water supply,
treatment, and distribution systems; and
Whereas, the
described transfer below are done pursuant to the requirements of Section 6.08
of the City Charter.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY
COUNCIL OF THE CITY OF LAREDO THAT:
Section 1: the Environmental
Protection Agency grant be accepted in the amount of $115,000.
Section 2: the City of Laredo FY
2002-2003 Annual Budget in the amount of $115,000 through a grant awarded to
the City of Laredo Utilities Department by the Environmental Protection Agency.
Funds will be used to pay towards the completion of a vulnerability assessment
of the water system.
