INITIATED BY:                                                 STAFF SOURCE:

Larry Dovalina, City Manager                           Heberto L. Ramirez, Utilities Director

PREVIOUS COUNCIL ACTION:

07/01/02:  Ratifying the submission of a grant proposal to the Environmental Protection Agency in the amount of $115,000 to provide for a Vulnerability Assessment of the Water infrastructure security.

BACKGROUND:

In response to the attacks of September 11, 2001 the U.S. EPA received a supplemental appropriation from Congress to improve the safety and security of the Nation’s water supply.  The appropriation is intended to reduce the vulnerability of water utilities to terrorist attacks and to enhance their security and ability to respond to emergency situations.  The grant monies may be used to develop a vulnerability assessment (VA), emergency response/operating plan (EOP), security enhancement plans and designs, or a combination of these efforts.  Utilities may use grant funds for in-house or contract support, assuming demonstration of qualifications.

The City intends to hire an engineering firm with the specialized training necessary to conduct a Vulnerability Assessment.  The Vulnerability Assessment is a systematic analysis used to develop a security protection water supply, treatment, and distribution systems.  It identifies systems vulnerabilities and prioritizes plan for security upgrades, modifications of operation procedures to describe alternate measures and response actions.
