SUBJECT: Final
Reading / Ordinance #2003-0-062 Authorizing the City Manager to enter into an agreement
between the City of Laredo and U.S. Customs Service, Special Agent in Charge,
San Antonio, Texas for the purpose of receiving reimbursable costs for
overtime incurred by the Laredo Police Department in providing overtime
resources for joint operational task forces.
The life of this agreement is from October 1, 2002, through September
30, 2005. These funds will be
reimbursed at no cost to the city.
The total reimbursable overtime amount allowed is $13,000 per officer
per fiscal year for seven narcotics officers (October – September). Authorizing the City Manager to amend the
2002-2003 budget in the amount of $91,000. |

BACKGROUND: The Laredo Police Department Narcotics Unit has worked in
conjunction with the U.S. Customs Service for the past 8 years for the
purpose of targeting high profile narcotics traffickers and money
launderers. |

ORDINANCE #2003-0-062
Authorizing the City Manager to enter into an agreement
between the City of Laredo and U.S. Customs Service, Special Agent in Charge,
San Antonio, Texas for the purpose of receiving reimbursable costs for overtime
incurred by the Laredo Police Department in providing overtime resources for
joint operational task forces. The life

Authorizing the City Manager to amend the 2002-2003 budget in the amount
of $91,000.
Whereas, an agreement with the
United States Customs Service will fund overtime for police officers to work in
conjunction with federal agents; and
Whereas, the Chief
of Police recommends that the city council authorize the approval of this overtime
agreement; and
Whereas, the City Council finds that
such a budget amendment should be made and will be beneficial to the City.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY
COUNCIL OF THE CITY OF LAREDO THAT:
Section 1: The City Manager is hereby authorized to
enter into an overtime agreement with the United States Customs Service.
Section 2: The
life of the agreement runs from October 1, 2002 through September 30,
2005.
Section 3: The
City of Laredo’s FY 2002-2003 annual budget is hereby amended in the amount of
$91,000 to fund an overtime budget of $13,000 for seven individual police
narcotics officers. This overtime will
be reimbursed to the city at a percentage of 100%.
