BACKGROUND: The Texas Department of
Health is contracting with the City of Laredo to provide public health
services to residents of Laredo and Webb County through the City of Laredo
Health Department. The Mi Futuro (My Future) Abstinence Education
Program is a partnership between the City of Laredo Health Department
and the Laredo Independent School District, community leaders and
community-based organizations to decrease the teen pregnancy rate in
Laredo/Webb County and to positively affect the number of adolescent
pregnancies in LISD. The three major
objectives of the Abstinence Education Program are: 1)
To educate the middle school and high school students in making the
ideal choice of abstinence; 2)
To facilitate the students’ development of self responsibility in
planning and managing their lives, and 3)
To
underscore the influence of parents and other significant adults have in the
lives of these youngsters. The
Health Department and the Laredo Independent School District continue to
partner to reduce the number for teen pregnancies in Webb County by promoting
abstinence education and other activities to students in the district’s five
middle schools and three high schools.
Activities include classroom education, mentoring, counseling, and
Mother/Daughter and Father/Son designated days. The project activities are under the general supervision of
LISD’s Director of Secondary Education.
The Health Department serves as the administrative agency responsible
for the reporting requirements, data collection and technical assistance. The Chief of Public Health
Education position was previously budgeted 100% in 226-6088, however, since
this position will oversee the activities for this project and assure that
the goals and objectives are being achieved, it will be allocated .05% to the
Abstinence Project. This amendment
will not affect the number of City of Laredo’s FTE positions as we are only
allocating .05 FTE to this budget (226-6091) and deleting another .05 FTE
(226-6091). |

NOW, THEREFORE BE IT
ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:
Section 1: The
City Manager is authorized to amend the current full-time equivalents positions
from .05 Public Health Technician position to a .05 Chief of Public Health
Education position which will be funded by this grant.
Section 2: The
City Manager is hereby authorized to make transfers within the budget as
allowable under the General Provisions of the existing general contract with
the Texas Health and Human Services Commission to meet the necessary costs to
accomplish the scope of work for the project.
