    SUBJECT: FINAL READING OF ORDINANCE NO. 99-O-325
    Public hearing concerning an application by H. H. G. Casa Blanca, Ltd. amending the Zoning Ordinance (Map) of the City of Laredo by rezoning 10.1189 acres, as further described by metes and bounds on attached exhibit "A", located on the south side of Casa Blanca Road, east of Country Club Estates, from R-3 (Mixed Residential District) to R-1A (Single Family Reduced Area District). The Planning and Zoning Commission has recommended denial of the proposed zone change and approval of R-1A zoning. ZC-109-97

    PROPOSED USE: Single Family Subdivision
    SITE: The site is currently undeveloped.
    SURROUNDING LAND USES: North of the site, across Casa Blanca Rd. is the Casa Blanca Golf Course. East of the site is LaZor Oil Field Services yard and residence. South of the site is American Dreams Mobile Homes and Corrections Corporation of America. West of the site is Country Club Estates which is occupied by single family site built homes.
    COMPREHENSIVE PLAN: The Future Land Use Map recognizes this area as Low Density Residential.
    TRANSPORTATION PLAN: The Long Range Thoroughfare Plan does not recognize Casa Blanca Rd.
    Letters sent to surrounding property owners: 12 In Favor: 0 Opposed: 0
    IMPACT ANALYSIS
    The purpose of the R-2 is to provide an area for higher density residential uses and those public and semipublic uses normally considered an integral part of the neighborhood they serve.
    The proposed zone change is appropriate for this location. The Comprehensive Plan recognizes this area as Low Density Residential. The zoning to the east and south is residential.
    Note: Staff recommends R-1A zoning since this would provide for more conformity of residential uses and still allow the proposed use.

    P&Z COMMISSION RECOMMENDATION:
    The P & Z Commission, in a 6 to 0 vote, recommended denial of the zone change and recommended approval of R-1A zoning.
    STAFF RECOMMENDATION:
    Staff recommends R-1A zoning.

CITY OF LAREDO ORDINANCE NO. 99-O-325

AMENDING THE ZONING ORDINANCE (MAP)

OF THE CITY OF LAREDO BY REZONING 10.1189

ACRES, AS FURTHER DESCRIBED BY METES AND

BOUNDS ON ATTACHED EXHIBIT "A", LOCATED

ON THE SOUTH SIDE OF CASA BLANCA RD., AND

EAST OF COUNTRY CLUB ESTATES, FROM R-3

(MIXED RESIDENTIAL DISTRICT) TO R-1A

(SINGLE FAMILY REDUCED AREA DISTRICT);

PROVIDING FOR PUBLICATION AND EFFECTIVE DATE.

WHEREAS, the owner of 10.1189 acres, as further described by metes and bounds on attached exhibit "A", located on the south side of Casa Blanca Road, east of Country Club Estates, has requested a zone change from R-3 (Mixed Residential District) to R-1A (Single Family Reduced Area District); and,

WHEREAS, notice of the zone change was advertised in the newspaper at least fifteen (15) days prior to the public hearing held before the Planning and Zoning Commission on this matter; and,

WHEREAS, the required written notices were sent to surrounding property owners at least fifteen (15) days before the public hearing held before the Planning and Zoning Commission on October 7, 1999; and,

WHEREAS, the Planning and Zoning Commission, after a public hearing, has recommended denial of the proposed R-2 zoning and recommended approval of R-1A zoning; and,

WHEREAS, the City Council has held a public hearing on October 25, 1999, on the request and finds R-1A zoning is appropriate and consistent with the General Plan of the City of Laredo.

NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

Section 1: The Zoning Map of the City of Laredo be and is hereby amended to change the current zoning designation on 10.1189 acres as further described by metes and bounds on attached exhibit "A", located on the south side of Casa Blanca Road, east of Country Club Estates, from R-3 (Mixed Residential District) to R-1A (Single Family Reduced Area District);

Section 2: This ordinance shall be published in a manner provided by Section 2.09 (D) of the Charter of the City of Laredo.

Section 3: This ordinance shall become effective as and from the date of publication specified in Section 2.
