INTERNAL AUDITOR'S MISSION STATEMENT

To evaluate the integreity of the City's financial operations through

evaluation of internal control system characterized by five

mutually exclusive but related objectives:

                                    1. safeguarding of assets;

                                    2. accurate and reliable accounting data;

                                    3. efficient operations;

                                    4. adhering to prescribed managerial policies; and

                                    5. assuring that program performance is meeting the stated
                                        goals and objectives of the City Council
