SUBJECT:  FINAL READING OF ORDINANCE NO. 2001-O-295

Authorizing the City Manager to execute all necessary documents to effectively convey   title to the State of Texas, to the “Surface Only” of two corner clips acquired in fee simple, as right-of-way for the Bob Bullock Loop/A. K. A. / Loop 20, as per Resolution No. 2000-R-101, as approved by the Laredo City Council. Said corner clips being delineated on attached Exhibit “A”, and providing for an effective date.

PREVIOUS COUNCIL ACTION:

On December 3, 2001, the City Council introduced this Ordinance.

 

BACKGROUND:

On July 6, 1993, the Laredo City Council passed Resolution No. 93-R-073, authorizing the City Manager to enter into a Tri-Party Agreement with the County of Webb and the State of Texas to construct the Bob Bullock Loop/ A. K. A. / Loop 20.  During the Loop’s construction, it was determined that two corner clips needed to be acquired out of the John Jacaman property in order to adequately landscape that section of the Loop which encompasses the area which was donated by the Jacaman family for the Loop’s construction.  

 

In order for the Texas Department of Transportation to adequately provide landscaping services to that section of the Bob Bullock Loop which was donated by the Jacaman family to the City of Laredo, it is necessary for the City of Laredo to convey the two above-referenced corner clips to the State of Texas.

BACKGROUND: (Continued)

 

One of the City’s responsibilities was to acquire all the necessary right-of-way from Interstate Highway 35, West to the International Border Crossing at the Rio Grande River, a distance of approximately 2.5 miles.

 

In order to proceed with the Milo Interchange Project, it is necessary for the City of Laredo to convey the two above-referenced parcels of land to the State of Texas.

AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS TO EFFECTIVELY CONVEY TITLE TO THE STATE OF TEXAS, TO THE “SURFACE ONLY” OF TWO CORNER CLIPS ACQUIRED IN FEE SIMPLE, AS RIGHT-OF-WAY FOR THE BOB BULLOCK LOOP/A. K. A. / LOOP 20, AS PER RESOLUTION NO. 2000-R-101, AS APPROVED BY THE LAREDO CITY COUNCIL.  SAID CORNER CLIPS BEING DELINEATED ON ATTACHED EXHIBIT “A”, AND PROVIDING FOR AN EFFECTIVE DATE.

            NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

 

1.      It hereby authorizes the City Manager to execute all necessary documents to effectively convey title to the State of Texas, to the “Surface Only” of two corner clips acquired in fee simple, as right-of-way for the Bob Bullock Loop/A.K. A. /Loop 20, as per Resolution 2000-R-101, as approved by the Laredo City Council.  Said corner clips being delineated on attached Exhibit “A”.                                                                                                                     

2.      This Ordinance shall become effective upon passage thereof.
