SUBJECT: Final
Reading / Ordinance #2002-0-283 Authorizing the City Manager to accept a grant in the
amount of $81,250 from the Texas Department of Transportation and to amend
the City of Laredo’s FY 2002-2003 annual budget in the amount of $125,000 to
fund the Comprehensive STEP (S.T.O.M.P) program. The Texas Department of Transportation will be designating
$81,250 and the City of Laredo will be designating $43,750 in matching
funds. Funds are available in the
general fund balance. The funding for
this grant will be from October 1, 2002 through September 30, 2003. |

BACKGROUND: This grant pays overtime salaries to police officers for
the enforcement of red light violations, seat belt violations, speeding and
DWI. This grant will be in its third
year of funding and was budgeted in the 2001-2002 Annual Budget. |

ORDINANCE #2002-0-283
Authorizing the
City Manager to accept a grant in the amount of $81,250 from the Texas
Department of Transportation and to amend the City of Laredo’s FY 2002-2003
annual budget in the amount of $125,000 to fund the Comprehensive STEP
(S.T.O.M.P) program. The Texas
Department of Transportation will be designating $81,250 and the City of Laredo
will be designating $43,750 in matching funds.
Funds are available in the general fund balance. The funding for this grant will be from
October 1, 2002 through September 30, 2003.
Whereas, a grant
from the Texas Department of Transportation for a program which would pay
overtime and fringe benefits to patrol officers for the enforcement of red
light violations, seatbelt violations, speeding violations and DWI is available
to the City of Laredo; and
Whereas, the State
will contribute $81,250 and the City of Laredo will designate $43,750 for the
Comprehensive STEP (S.T.O.M.P.) grant for fiscal year 2002-2003; and
Whereas,
the Police Chief recommends that council authorize the acceptance of a grant
for such a program in the amount of $81,250; and
Whereas, the City Council finds that
such a budget amendment should be made and will be beneficial to the City.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY
COUNCIL OF THE CITY OF LAREDO THAT:
Section 1: The City Manager is hereby authorized to
accept a grant in the amount of $81,250 from the Texas Department of
Transportation.
Section 2: The
Texas Department of Transportation will be designating $81,250 and the City of
Laredo will be designating $43,750 in matching funds that are available in the
general fund balance.
Section 3: The
City of Laredo’s FY 2002-2003 annual budget is hereby amended in the amount of
$125,000 to fund the Comprehensive STEP (S.T.O. M. P.) program.
Section 4:
Fringe benefits appropriated during the budget workshop remain in the
respective accounts. Grant does not
allow the reimbursement of expenditures of fringe benefits from the awarded
amount nor the required match.
