SUBJECT:  FINAL READING OF ORDINANCE NO. 2002-O-001

Amending the City of Laredo’s FY 2001-2002 annual budget in the Capital Improvements Fund by appropriating revenues and expenditures in the amount of $80,000., which are being donated by Wal-Mart Real Estate Business Trust and Killam Oil Co., Ltd. in order to fund the installation and activation of a traffic signal on Loop 20 at the northern access for the proposed Wal-Mart SuperCenter to be located at the intersection of Loop 20 and Spur 400, and authorizing the City Manager to implement said budget (As Amended).

PREVIOUS COUNCIL ACTION:

On November 13, 2001, City Council approved Resolution No. 2001-R-105, which authorized an agreement between the City of Laredo and Wal-Mart Real Estate Trust and Killam Oil Co., Ltd. in order to fund the installation and activation of traffic signalization at Loop 20 and Spur 400.

 

City Council held a public hearing and introduction of this ordinance on December 17, 2001.

BACKGROUND:

 

Wal-Mart Real Estate Business Trust and Killam Oil Co., Ltd., representatives recently approached the City of Laredo Traffic Department seeking assistance for installing the traffic signal on Loop 20 at the northern most entrance to the proposed Wal-Mart SuperCenter to be located at the intersection of Loop 20 and Spur 400.  The street for the proposed development by Killam Oil Co., Ltd., on the East side of Loop 20 will be aligned with the proposed signalized driveway to service the store.

 

Wal-Mart Real Estate Business Trust and Killam Oil Co., Ltd., have agreed to fund all associated costs related to the complete installation and activation of the traffic signal at said location. The estimated cost for equipment and labor for the installation of the traffic signal is $ 80,000.  All plans and specifications for the traffic signal will be furnished by the companies at their cost upon obtaining the proper approval from TxDOT. Wal-Mart Real Estate Business Trust and Killam Oil, Co., Ltd., have also agreed to furnish any other traffic studies that TxDOT may require in obtaining authorization for the installation and activation of the traffic signal light.   

 

The City of Laredo Traffic Dept. has an annual contract with a traffic signal contractor that would be able to initiate the project immediately upon obtaining the equipment, thus minimizing any delays in initiating the installation of the traffic signal.  The City of Laredo, Texas approved a resolution to enter into an agreement with Wal-Mart Real Estate Trust and Killam Oil Co., Ltd.
