SUBJECT:  FINAL READING ORDINANCE NO. 2002-O-049

Authorizing the City Manager to accept and execute all documentation from the Texas Department of Health for the Tuberculosis Prevention/Control Federal Project of the City of Laredo Health Department in the amount of $161,793 for the period beginning January 1, 2002, through August 31, 2002, and amending the City of Laredo’s FY 2001-2002 budget in the same amount.

PREVIOUS COUNCIL ACTION: On February 25, 2002, Council held public hearing introducing ordinance and instructed staff to proceed with final reading.

BACKGROUND:

 

The Texas Department of Health has contracted with the City of Laredo to provide public health services to residents of Laredo and Webb County through the City of Laredo Health Department.

 

This grant awarded by the Texas Department of Health will provide for the continuation of  the Tuberculosis (TB) Special Populations Project, the Tuberculosis Jail Outreach Project, and the “Los Dos Laredos” Binational Tuberculosis Project.  These projects will continue to provide services under this contract which includes: (1) developing and carrying out expanded outreach services to individuals of identified sub-groups who have tuberculosis or are at high-risk of developing tuberculosis;(2) to provide comprehensive services to jail inmates and follow up on their treatment when they are released; (3) to provide a comprehensive clinical treatment service to all residents as needed at the Health Department; (4) utilization of the HIV-Related Tuberculosis Prevention (HRTP) Data Management System; and (5) to continue with a cooperative agreement for the “Los Dos Laredos” Binational TB Project between Laredo and Nuevo Laredo to carry out expanded outreach services, laboratory, x-ray services and treatment to individuals of identified sub-groups in Nuevo Laredo who have tuberculosis.

 

 

  

FINANCIAL:   The City of Laredo will receive $161,793 in additional funds for the Tuberculosis Prevention/Control Federal Project of the City of Laredo Health Department for the period beginning January 1, 2002, through  August 31, 2002.

RECOMMENDATION:

STAFF:  Recommends that Council approve  ordinance.

 

 

ORDINANCE   NO. 2002-O-049

 

Authorizing the City Manager to accept and execute all documentation from the Texas Department of Health for THE Tuberculosis Prevention/Control Federal Project of the City of Laredo Health Department in the amount of $161,793 for the period beginning January 1, 2002, through AUGUST 31, 2002, and amending the city of laredo’s fy 2001-2002 budget in the same amount.  

           

WHEREAS, the Texas Department of Health (TDH) is contracting with the City of Laredo to provide public health services to residents of Laredo and Webb County through the City of Laredo Health Department , and

                        NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

 

Section 1:        The City Manager is hereby authorized to execute the contract and accept the grants and their provisions as set forth by the Texas Department of Health.

                                   

Section 2:        The City of Laredo accepts funds in the amount of $161,793 in additional funds for the Tuberculosis Prevention/Control Federal Project of the City of Laredo Health Department.

 

Section 3:        Revenue line item 226-0000-323-4071 funded by the Texas Department of Health is hereby increased from $0 to $161,793.

 

Section 4:        Expenditure line item 226-6058 is hereby increased from $0 to $161,793.

 

Section 5:        The City Manager is hereby authorized to make transfers within the budget as allowable under the General Provisions of the existing general contract with the Texas Department of Health to meet the necessary costs to accomplish the scope of work for the project.
