SUBJECT:   FINAL READING FOR ORDINANCE 2002-0-054

Authorizing the City Manager to amend the City of Laredo’s FY 2001-2002 Full Time Equivalent positions by amending the budget and creating one district chief and one captain for the International Fire Training Facility Division in the Fire Department.  Funding for these positions is available in the reserve appropriations and will be transferred to the International Training Facility Division in the amount of  $40,454.

BACKGROUND:   

 

The construction of an International Fire Fighting / Police Training Facility is scheduled to open the later part of FY 2002 upon completion with estimated construction costs of $7.9 million. It will be equipped with an administration building, a burn house, a fire extinguisher area, an airport rescue area, a hazardous material training facility, a driving course, classrooms, laboratories and dormitory facilities. This facility will be a hub for fire fighters from around the world to train in Laredo.   The request for these two positions will provide the framework for establishing, promoting, marketing, and instructional services of the Laredo International Fire Training Facility in order to secure the viability and success of its programs to the firefighting community at a local, state, national, and international level.

 

FINANCIAL IMPACT:

 

Position will be funded from the reserve appropriations line item # 101-9810-594-9950 for $40,454.

ORDINANCE 2002-0-054

 

Authorizing the City Manager to amend the City of Laredo’s FY 2001-2002 Full Time Equivalent positions by amending the budget and creating one district chief and one captain for the International Fire Training Facility Division in the Fire Department.  Funding for these positions is available in the reserve appropriations and will be transferred to the International Training Facility Division in the amount of  $40,454. 

 

 

            WHEREAS, on September 17, 2001, City Council adopted the fiscal year 2002 annual budget: and

           

            WHEREAS, on March 11, 2002, City Council held a public hearing and introduced this ordinance; and

 

            WHEREAS, in order to provide the framework for establishing, promoting, marketing, and instructional services of the Laredo International Fire Fighting / Police Training Facility in order to secure the viability and success of its programs to the firefighting community at a local, state, national, and international level.

 

            NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT THE ANNUAL BUDGET FOR THE CITY OF LAREDO FOR FISCAL YEAR 2001-2002 SHALL BE, AND HEREBY IS, AMENDED TO PROVIDE FOR ONE DISTRICT CHIEF AND ONE CAPTAIN FOR THE INTERNATIONAL FIRE TRAINING FACILITY DIVISION IN THE FIRE DEPARTMENT AND TO TRANSFER THE SUM OF $40,454.00 FROM THE RESERVE APPROPRIATION TO THE INTERNATIONAL FIRE TRAINING FACILITY DIVISION:
