SUBJECT: Final Reading 2002-O-070 Authorizing the City Manager to amend the City of Laredo’s 2001-2002 annual budget by creating 1 Full Time Equivalent (FTE) Administrative Assistant II position under Juvenile Accountability Incentive Block Grant. ACTION PROPOSED: City Council approve Ordinance to amend the City’s annual
budget. |

|
BACKGROUND: The Juvenile Accountability Incentive Block Grant is for law enforcement agencies providing a Coordinated Enforcement Plan in reducing juvenile crime. The plan includes reducing juvenile delinquency, improving the juvenile justice system, and to increase accountability of juvenile offenders. Funding will be used to supply the Juvenile Enforcement Team (JET) and School Resource Officers (SRO) with additional personnel and equipment, helping them achieve their goals, the early identification of juvenile offenders via a data system. Funding will be used to purchase
computers and to hire an Administrative Assistant II so that the Juvenile
Enforcement Team and the School Resource Officers can build up data
information on juvenile offenders and locations where crimes are being
committed. The data will include
names, nick names, gang names (if applicable), addresses, locations where
offenses are being committed and the number of gangs presently in existence.

Ordinance 2001-O-137 which was presented to City Council on July 16, 2001. |

RECOMMENDATION: |
STAFF: Recommends that City Council pass this ordinance. |

Authorizing the City Manager to amend the City of Laredo’s 2001-2002 annual budget by creating 1 Full Time Equivalent (FTE) Administrative Assistant II position under Juvenile Accountability Incentive Block Grant. The Office of the Governor, Criminal Justice Division awarded funding to the City of Laredo for the purpose of hiring an Administrative Assistant II and to purchase computer equipment in support of the juvenile program from August 01, 2001 through July 31, 2002. j
Whereas, the City Council previously adopted the budget for fiscal year
2001-2002; and
Whereas,
the Chief of Police
recommends that City Council authorize the hiring of an Administrative
Assistant II position and that the City of Laredo create this position under
the Juvenile Accountability Incentive Block Grant (JAIBG) Program; and
Whereas, funding will be used to purchase computers and to hire an
Administrative Assistant II; and
Whereas, the
Office of the Governor, Criminal Justice Division will designate $51,951 and
the City of Laredo will designate $5,772 in matching funds; and
Whereas, the City of Laredo has agreed that in the event of loss or
misuse of the Criminal Justice Division funds, the City of Laredo assures that
the funds will be returned to the Criminal Justice Division in full.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY
COUNCIL OF THE CITY OF LAREDO THAT:
Section 1: The City Manager is hereby authorized to create 1
Administrative Assistant II Full Time Equivalent (FTE) position to be hired
under the Juvenile Accountability Incentive Block Grant. Grant term is from August 1, 2001 through
July 31, 2002.
Section 2: Authorizes the City Manager to execute all necessary documents to achieve said grant and to effectuate its terms.
