SUBJECT: FINAL READING ORDINANCE NO. 2002-O-080

Amending the Fiscal Year 2001-2002 budget of the City of Laredo in the amount of $10,000 in additional  funds from the Texas Department of Health for the HIV/AIDS Prevention and Education Project of the City of Laredo Health Department for the period beginning January 1, 2002, through December 31, 2002.

PREVIOUS COUNCIL ACTION: On April 15, 2002, Council held public hearing introducing ordinance and instructed staff to proceed with final reading.

BACKGROUND:

The Texas Department of Health has contracted with the City of Laredo to provide public health services to residents of Laredo and Webb County through the City of Laredo Health Department.

 

The HIV/AIDS Prevention and Education  Project will conduct prevention activities to help prevent infection and reduce the transmission of human immunodeficiency virus/acquired immunodeficiency syndrome (HIV/AIDS).  Project activities and materials shall be appropriate to the target populations.  Referral activities will include STD screening and treatment; tuberculosis (TB) testing and treatment; substance abuse assessment, counseling and treatment; family planning services; prenatal services including treatment to reduce maternal transmission of HIV; ongoing HIV prevention counseling; prevention case management; and early medical intervention for HIV infection.

 

The project will serve qualified persons residing in Jim Hogg, Starr, Webb and Zapata Counties.

FINANCIAL:   The City of Laredo will receive $10,000 in additional funds for the HIV/AIDS Prevention and Education Project of the City of Laredo Health Department.

ORDINANCE   NO. 2002-O-080

 

AMENDING THE CITY OF LAREDO FISCAL YEAR 2001-2002 BUDGET IN THE AMOUNT OF $10,000 IN ADDITIONAL FUNDS from the Texas Department of Health for THE HIV/AIDS Prevention and Education Project of the City of Laredo Health Department for the period beginning January 1, 2002, through December 31, 2002.  

 

 

            WHEREAS, the Texas Department of Health (TDH) is contracting with the City of Laredo to provide public health services to residents of Laredo and Webb County through the City of Laredo Health Department, and

            WHEREAS, the project will also serve qualified persons residing in Jim Hogg, Starr, and Zapata Counties.

 

 

             NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

 

Section 1:        The City Manager is hereby authorized to execute the contract and accept the grant and the provisions as set forth by the Texas Department of Health.

                       

Section 2:        The City of Laredo accepts additional funds in the amount of $10,000 in additional funds for the HIV/AIDS Prevention and Education Project of the City of Laredo Health Department.

 

Section 3:        Revenue line item 226-0000-323-4046 funded by the Texas Department of

Health is increased from $153,470 to $163,470.

 

Section 4:        Expenditure line item 226-6055  is increased from $153,470  to $163,470.

 

Section 5:        The City Manager is hereby authorized to make transfers within the

budget as allowable under the General Provisions of the existing general            

contract with the Texas Department of Health to meet the necessary costs

to accomplish the scope of work for the project.
