SUBJECT:FINAL READING ORDINANCE NO. 2002-O-081

Authorizing the City Manager to amend the City of Laredo FY 2001-2002 annual budget by appropriating revenues and expenditures in the amount of $30,000 for Project Alcance.  Driscoll Children’s Health Plans of Corpus Christi has awarded a $30,000 grant to the City of Laredo Health Department for the period beginning September 1, 2001, through August 31, 2002.

PREVIOUS COUNCIL ACTION:  On April 15, 2002, Council held public hearing introducing ordinance and instructed staff to proceed with final reading.

BACKGROUND:

The purpose of  Project Alcance is to educate and empower families to access the health care delivery system, maintain wellness through prevention and/or optimum management of chronic illness.  Families will be educated on how to access the health care system through better understanding of when, where and how to use the system.  Awareness and outreach will be provided on important health care needs including maternal and child health, nutrition, growth and development, immunizations and sanitation.  Understanding the need for timely and appropriate health care through these efforts will re-enforce the need for primary care access, early detection and appropriate public health preventive services use.

 

Finally, families will also be made aware of and connected to special programs such as Texas Health Steps (THS), Children’s Health Insurance Program (CHIP), Medicaid and managed care services.  This will be accomplished through outreach education workers - promotoras - who know the community and are many times neighbors of the families they will be serving, will conduct health educational activities in homes, churches, schools, employment institutions, clinics and rural communities.  Project Alcance will also ensure the utilization and continuity of these services through multiple follow-up promotora home visits/contacts, which will establish and maintain an open, continuous and trustworthy line of communication with the client and the community.

 

The local Project Alcance is funded by a grant from the Health Resources Services Administration (HRSA) awarded to and administered by Driscoll Children’s Health Plans in Corpus Christi.

Authorizing the City Manager to amend the City of Laredo FY 2001-2002 annual budget by appropriating revenues and expenditures in the amount of $30,000 for Project Alcance.  DRISCOLL CHILDREN’S HEALTH PLANS OF CORPUS CHRISTI has awarded a $30,000 grant to the City of Laredo HEALTH DEPARTMENT for the period beginning September 1, 2001, through August 31, 2002.

 

            WHEREAS, the purpose of  Project Alcance is to educate and empower families to access the health care delivery system, maintain wellness through prevention and/or optimum management of chronic illness, and

                        NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

 

Section 1:        Revenue line item 226-0000-321-4003 funded by the Project Alcance is hereby increased from $0 to $30,000.

 

Section 2:        Expenditure line item 226-6067  is hereby increased from $0 to $30,000.

 

Section 3:        The City Manager is hereby authorized to make transfers within the budget as allowable under the General Provisions of the existing general contract with the Driscoll Children’s Health Plans of Corpus Christi to meet the necessary costs to accomplish the scope of work for the project.
