FINAL READING OF ORDINANCE 2002-O-092 Amending the City of Laredo’s 2001-2002 annual
budget by increasing estimated revenues and appropriations in the Ryan Street

PREVIOUS COUNCIL ACTION: On
July 26, 1999, the City Council of the City of Laredo passed Resolution No.
99-R-102 expressing support of the proposal submitted for Statewide
Transportation Enhancement Program funding for the Ryan Street Railroad
Bridge Conversion and Zacate Creek Pedestrian and Bicycle Facility
Project. On January 22, 2001, the
City Council authorized the City Manager to enter into an advanced funding
agreement in the amount of $142,800 with the Texas Department of
Transportation. On August 27, 2001, the
City Council authorized the selection of a consultant and authorized staff to
enter negotiations. On November 26,
2001, the City Council authorized the award of a contract to Land Design
Studio for the Ryan Street Railroad Bridge Conversion and Zacate Creek
Pedestrian and Bicycle Facility Project.
On May 8, 2002, the City Council held a public hearing and introduced
Ordinance 2002-O-092. |

BACKGROUND: On July 28,
1999, the City of Laredo submitted to the State a nomination form for
consideration under the Statewide Transportation Enhancement Program for the
Ryan Street Railroad Bridge Conversion and Zacate Creek Pedestrian and
Bicycle Facility Project. The total
cost of the project is estimated at $714,000. On January 27, 2000, the Texas Transportation Commission
selected the project and awarded a maximum of $571,200, with the remaining
$142,800 to be funded by the City as a 20% match contribution. Funding for the City’s contribution is
available through the CDBG. |

CITY OF LAREDO ORDINANCE NO. 2002-O-092
AMENDING THE CITY OF LAREDO’S 2001-2002 ANNUAL BUDGET BY INCREASING ESTIMATED REVENUES AND APPROPRIATIONS IN THE RYAN STREET RAILROAD BRIDGE CONVERSION AND ZACATE CREEK PEDESTRIAN AND BICYCLE FACILITY PROJECT FUND BY $571,200 AND AUTHORIZING THE CITY MANAGER TO IMPLEMENT SAID BUDGET, PROVIDING FOR PUBLICATION AND EFFECTIVE DATE.
WHEREAS, transportation enhancement
projects are funded through the Surface Transportation Program (STP),
administered by the Texas Department of Transportation (TxDOT) for the Federal
Highway Administration (FHWA) in order to contribute to the livelihood of
communities, the quality of our environment and the aesthetics of our roadways;
and,
WHEREAS, following a competitive
review process, the transportation enhancement program provides reimbursement
for up to 80% of eligible project costs for selected projects; and,
WHEREAS, the implementation of the
Ryan Street Railroad Bridge Conversion and Zacate Creek Pedestrian and Bicycle
Facility Project would serve to improve Laredo’s quality of life; and,
WHEREAS, the total project cost is
$714,000 and the City of Laredo will contribute 20% of the total project cost
in the amount of $142,800, through moneys from the Community Development Block
Grant (CDBG) Program.
NOW THEREFORE, BE IT ORDAINED BY THE
CITY COUNCIL OF THE CITY OF LAREDO, TEXAS THAT:
Section 1: Amending the City of Laredo’s 2001-2002 annual budget by
increasing estimated revenues and appropriations in the Ryan Street Railroad
Bridge Conversion and Zacate Creek Pedestrian and Bicycle Facility Project Fund
by $571,200 and authorizing the City Manager to implement said budget,
providing for publication and effective date.
Section 2: The following line items be increased accordingly:

Section 3: This ordinance shall be published in the manner provided by
