SUBJECT:  FINAL READING ORDINANCE NO. 2002-O-166

Amending the City of Laredo FY 2001-2002 annual budget by appropriating additional funds in the amount of $5,394 from the Texas Department of Health for the Comprehensive Public Health Services Program of the City of Laredo Health Department for the period beginning September 1, 2001, through August 31, 2002; and authorizing the City Manager to amend the City of Laredo’s full-time equivalent positions by creating one Clerk II position.

PREVIOUS COUNCIL ACTION:  On July 15, 2002, Council held public hearing introducing ordinance and instructed staff to proceed with final reading.  

 

BACKGROUND:

 

The Texas Department of Health has contracted with the City of Laredo to provide public health services to residents of Laredo and Webb County through the City of Laredo Health Department.

 

The Texas Department of Health provides direct assistance and/or financial assistance for the Comprehensive Public Health Services Program to supplement delivery of comprehensive public health services.  Comprehensive public health services to be delivered encompass the following plan:

 

1.      Monitor health status to identify community health problems;

2.      Diagnose and investigate health problems and health hazards in the community;

3.      Inform, educate, and empower people about health status;

4.      Mobilize community partnerships to identify and solve health problems;

5.      Develop policies and plans that support individual and community health efforts;

6.      Enforce laws and regulations that protect health and ensure safety;

7.      Link people to needed personal health services and assure the provision of health care when otherwise unavailable;

8.      Assure a competent public health and personal health care workforce;

9.      Evaluate effectiveness, accessibility, and quality of personal and population-based health services; and

10.  Research for new insights and innovative solutions to health problems.

 

This amendment to the contract includes funds in the amount of $5,394 in additional for the remainder of the FY 02 in the Comprehensive Public Health Services Program is to convert a Clerk II position in the state budget to a city paid position.

FINANCIAL:   The City of Laredo will receive $5,394 in additional funds for the Comprehensive Public Health Services Program  budget for the period beginning September 1, 2001, through August 31, 2002.  

 

RECOMMENDATION:

                WHEREAS,  the Texas Department of Health (TDH) is contracting with the City of Laredo to provide public health services to residents of Laredo and Webb County through the City of Laredo Health Department; and

               

                WHEREAS,   Texas Department of Health provides direct assistance and/or financial assistance for the Comprehensive Public Health Services Program to supplement delivery of comprehensive public health services.  Comprehensive public health services to be delivered encompass the following plan:

NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

 

Section 1:              The City Manager is hereby authorized to execute the contract and accept the grants and their provisions as set forth by the Texas Department of Health.

                                               

Section 2:              The City of Laredo accepts funds in the amount of $5,394 in additional funds for the Comprehensive Public Health Services Program is of the City of Laredo Health Department.

 

Section 3:              Revenue line item 226-0000-323-4033 funded by the Texas Department

of Health be increased from $302,388 to $307,782.

 

Section 4:              Expenditure line item 226-6052  be increased from $302,388 to $307,782.

 

Section 5:              The City Manager is hereby authorized to amend the City of Laredo’s full-time equivalent positions by creating 1 – Clerk II position.

 

Section 6:              The City Manager is hereby authorized to make transfers within

the budget as allowable under the General Provisions of the existing general contract with the Texas Department of Health to meet the necessary costs to accomplish the scope of work for the project.
