FINAL READING OF ORDINANCE NO 2002-O-181                

Accepting and appropriating a grant awarded by the U.S. Environmental Protection Agency for the amount of $138,767.00 with City designating $46,192.00 as local match and amending the City of Laredo’s FY 2001-2002 Annual Budget for the NPDES Fund by appropriating the said grant revenue to the appropriate expenditure accounts.  The grant monies will be used for the Chacon Creek Restoration Project from HWY 359 south to the Rio Grande River.

Previous Council Action:

On August 5, 2002 the ordinance was introduced by the City Council.

Background:

The Chacon Creek restoration plan is intended to enhance and restore the riparian functions and values with techniques to minimize costs.  Restoration activities include removal of exotic vegetation and man-made debris, native trees and shrub plantings, as well as native grasses and forbs restoration, construction of natural pools and riffle, and a wetlands interpretive program.  In addition, City will investigate other measures, such as bioengineering and fluvial geomorphology-based improvements that may be appropriate.  The goals of the riparian restoration include enhancement of terrestrial and aquatic habitat, improved recreational and educational opportunities and aesthetic improvements.

AN ORDINANCE NO 2002-O-181

          Whereas, Whereas, the U.S. Environmental Protection Agency’s State/Tribal/Local Government Wetland Grant program has issued a request for proposes for funding of local wetland restoration programs; and

 

          Whereas, the City of Laredo’s Environmental Services Department applied the grant for the Chacon Creek restoration Project from HWY 359 to the Rio Grande; and

 

          Whereas, the U.S. Environmental Protection Agency approves the grant, with requiring a $46,192.00 local match; and

 

          NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

 

Section 1 Accepting a grant awarded by the U.S. Environmental Protection Agency for the amount of $138,767.00 with City designating $46,192.00 as local match and amending the City of Laredo’s FY 2001-2002, Annual Budget for the NPDES Fund by appropriating the said grant revenue to the appropriate expenditure accounts. 

 

Section 2.  The City of Laredo will comply with the provisions of the financial assistance program and the fiscal reimbursement and reporting requirements of the U.S. Environmental Protection Agency.

 

Section 3.  The City of Laredo hereby agrees that the funds received from the U.S. Environmental Protection Agency will only be used for the Chacon Creek Restoration Project.
