SUBJECT: FINAL READING OF ORDINANCE NO. 2002-O-182

Authorizing the City Manager to accept a grant in the amount of $1,000,000 from the U.S. Department of Commerce, Economic Development Administration (EDA), for the “Calle Iturbide” Project, also known as the “Streets of Laredo Urban Mall”; to execute all related documentation, and to amend the City of Laredo FY2001-2002 Annual Budget by appropriating revenues and expenditures in the amount of $1,450,000 which includes previously budgeted CDBG funds of $450,000 used as program match.

PREVIOUS ACTION:

On August 5, 2002, a public hearing was held and an introductory ordinance was passed by City Council.

 

BACKGROUND:

The City of Laredo submitted an application to the U.S. Department of Commerce, Economic Development Administration (EDA), requesting federal funds for the conversion of 1100-1300 Iturbide Street into a “Streets of Laredo Urban Mall” featuring infrastructure and street enhancement improvements.  The improvements consist of the following:  street paving and crosswalks, sidewalks, a water system,  a wastewater system, a storm drainage system, electric, gas, and telephone lines, lighting, landscaping, an irrigation system, street furniture including benches, trash receptacles, bike racks, and the installation of an air cooling mist system.

 

On May 14, 2001, the U.S. Department of Commerce, Economic Development Administration (EDA), awarded a $1,000,000 grant to the City of Laredo.  The City allocated a total of $450,000 from the U.S. Housing & Urban Development, Community Development Block Grant (CDBG), $300,000 from the 25th Action Year and $150,000 from the 26th Action Year, to match EDA’s federal grant.

ORDINANCE NO. 2002-O-182

 

AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT IN THE AMOUNT OF $1,000,000 FROM THE U.S. DEPARTMENT OF COMMERCE, ECONOMIC DEVELOPMENT ADMINISTRATION (EDA) FOR THE “CALLE ITURBIDE” PROJECT, ALSO KNOWN AS THE “STREETS OF LAREDO URBAN MALL”; TO EXECUTE ALL RELATED DOCUMENTATION, AND TO AMEND THE CITY OF LAREDO FY2001-2002 ANNUAL BUDGET BY APPROPRIATING REVENUES AND EXPENDITURES IN THE AMOUNT OF $1,450,000 TO INCLUDE PREVIOUSLY BUDGETED CDBG FUNDS OF $450,000 USED AS MATCH:

 

 

            WHEREAS, the City of Laredo is committed to undertake downtown revitalization efforts in order to promote economic development and preserve the City’s Central Business District as a major center for retail trade; and 

 

            WHEREAS, the City of Laredo submitted an application to the U.S. Department of Commerce, Economic Development Administration (EDA), requesting federal funds for the conversion of 1100-1300 Iturbide Street into a “Streets of Laredo Urban Mall” featuring infrastructure and street enhancement improvements; and

 

            WHEREAS, the U.S. Department of Commerce, Economic Development Administration (EDA), awarded a $1,000,000 grant to the City of Laredo on May 14, 2001; and

           

WHEREAS, the City of Laredo allocated a total of $450,000 from the U. S. Housing & Urban Development, Community Development Block Grant, $300,000 from the 25th Action Year and $150,000 from the 26th Action Year, to match EDA’s federal grant in order to facilitate and expedite the necessary improvements as have been identified; and

           

NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO, THAT:

           

            1.         The City Manager be authorized to accept a grant in the amount of $1,000,000 from the U.S. Department of Commerce, Economic Development Administration (EDA), for the “Calle Iturbide” Project, also known as the “Streets of Laredo Urban Mall,” and to execute all related documentation.

 

                                                            2.         The City Manager be authorized to amend the City of Laredo FY2001-2002 annual budget by appropriating revenues and expenditures for $1,450,000 which include previously budgeted CDBG funds of $450,000 used as program match:
