SUBJECT:  FINAL READING OF ORDINANCE NO. 2002-O-198

Authorizing the City Manager to execute a lease with International Total Services (I.T.S.)  for approximately 198 square feet constituting Suite No. 208 located on the second (2nd) floor of the Airport Passenger Terminal Building at 5210 Bob Bullock Loop at the Laredo International Airport.  Lease term is for one (1) year commencing on July 1, 2002 and ending on June 30, 2003. Monthly rent shall be $300.00; providing for an effective date.

PREVIOUS ACTION:  On August 5, 2002, Ordinance was introduced by City Council, and Staff was instructed to proceed.

 

 

 

BACKGROUND: 

 

International Total Services (I.T.S.), a private company contracted by the Transportation Security Administration (TSA) to provide passenger screening services at the Laredo International Airport, has requested to lease approximately 198 square feet constituting Suite No. 208 located at the airport passenger terminal which will be used for office and storage space.

 

The lease may be terminated upon giving a thirty (30) day written notice due to the fact that the passenger security checkpoint may be completely federalized by November 2002.

 

Previous tenant was Villa Laredo Restaurant paying a monthly rent of $247.50.

                                                        Previous rent:  $247.50 ($1.25/S.F.)

                                                        Proposed Rent: $300.00 ($1.515/S.F.) x 12 Months = $3,600.00

                                                        Percentage Increase:  21%                                                     

 

COMMITTEE RECOMMENDATION: The Airport Advisory Committee recommends approval.

STAFF RECOMMENDATION: That the City Manager execute a lease with International Total Services (I.T.S.).

 

 

 

 

 

 

ORDINANCE NO. 2002-O-198

 

AUTHORIZING THE CITY MANAGER TO EXECUTE A LEASE WITH INTERNATIONAL TOTAL SERVICES (I.T.S.) FOR APPROXIMATELY 198 SQUARE FEET CONSTITUTING SUITE NO. 208 LOCATED ON THE SECOND (2ND) FLOOR OF THE AIRPORT PASSENGER TERMINAL BUILDING AT 5210 BOB BULLOCK LOOP AT THE LAREDO INTERNATIONAL AIRPORT. 

1.       LEASE TERM IS FOR ONE (1) YEAR COMMENCING ON JULY 1, 2002 AND ENDING ON JUNE 30, 2003;

 2.      MONTHLY RENT SHALL BE $300.00; PROVIDING FOR AN EFFECTIVE DATE.

 

            WHEREAS, the Airport Director recommends that the City Council approve the proposed lease between the City of Laredo, as LESSOR, and International Total Services (I.T.S.), as LESSEE, for approximately 198 square feet constituting Suite No. 208 located on the second (2nd) floor of the Airport Passenger Terminal Building at 5210 Bob Bullock Loop at the Laredo International Airport, as a contract and in furtherance of the development of the Laredo International Airport and as a support to the maintenance and operation of the Laredo International Airport.

 

            WHEREAS, the Airport Advisory Committee finds that said lease and contract are in the best interest of the Airport and recommends that the City Council approve the proposed lease; and

 

            WHEREAS, the City Council of the City of Laredo having heard the recommendations of the Airport Director and of the Airport Advisory Committee agrees with same.

 

            NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

 

Section 1:         The City Manager be hereby authorized to execute a lease with International Total Services (I.T.S.) for approximately 198 square feet constituting Suite No. 208 located on the second (2nd) floor of the Airport Passenger Terminal Building at 5210 Bob Bullock Loop at the Laredo International Airport, a copy of which lease is attached hereto as Exhibit A, and incorporated herein as if set out at length for all intents and purposes.

 

Section 2:         This Ordinance shall become effective upon passage hereof.
