BACKGROUND: The Texas Department of
Health has contracted with the City of Laredo to provide public health services
to residents of Laredo and Webb County through the City of Laredo Health
Department. The Tuberculosis Elimination Program provides services for tuberculosis prevention and control consistent with the policies of the American Thoracic Society and Centers for Disease Control Joint Statements for tuberculosis prevention and control. These services include: A) administrative and professional direction of the tuberculosis control program in accordance with local and state policies; B) maintenance of records documenting program services; C) development and carrying out expanded outreach services to individuals of identified sub-groups who have tuberculosis or are at high risk of developing tuberculosis; D) testing appropriate individuals for tuberculosis; E) providing clinical diagnosis and treatment services; F) providing directly observed therapy (DOT) to non-compliant patients; G) evaluating progress of therapy on 90% of patients monthly; H) locating and investigating persons suspected of being exposed to tuberculosis; and I) maintaining a tuberculosis register. These public health services are provided to residents of Laredo and Webb County. The Tuberculosis
Community Health Worker – Promotora Project funds will be utilized to sub-contract with the Texas A&M
University for four (4) Promotoras (a person from the community that has
knowledge of beliefs and practices within local subculture/groups) to: (1) perform a needs assessment by
collecting data to provide a profile of the semi-rural population; (2) assess
barriers and identify gaps in the provision of services that tend to
perpetuate infectivity in this population; (3) facilitate the identification
of resources or alternatives that will enhance services, promote awareness of
the disease and increase compliance
of treatment for cases and preventive therapy of infected person; and (4)

FINANCIAL: The City of Laredo 2001-2002 budget will increase
revenues and expenditures in the amount of $17,430 in funds for the
Tuberculosis Elimination Program of the City of Laredo Health Department for
the period beginning June 1, 2002, through December 31, 2002. |

RECOMMENDATION: |
STAFF: Recommends that Council approve ordinance. |
|
Educate
peers through presentations, door to door, and groups about the signs and
symptoms of tuberculosis;
Observe
for signs and symptoms of TB;
Refer
clients to the City of Laredo Health Department for further evaluation;
Provide
Directly Observed Preventive Therapy (DOPT); and
Provide
transportation for medical appointments to patients with signs and/or symptoms
of TB.

AMENDING the City of Laredo FY 2001-2002 budget by increasing REVENUES AND EXPENDITURES in the amount of $17,430 FROM THE TEXAS DEPARTMENT OF HEALTH for the Tuberculosis Community Health Worker – Promotora Project of the City of Laredo Health Department for the period jUNE 1, 2001, through DECEMBER 31, 2002.
WHEREAS, the Texas Department of
Health (TDH) is contracting with the City of Laredo to provide public health
services to residents of Laredo and Webb County through the City of Laredo
Health Department, and

NOW, THEREFORE BE IT ORDAINED BY THE CITY
COUNCIL OF THE CITY OF LAREDO THAT:
Section 1: The
City Manager is hereby authorized to execute the contract and accept the grants
and their provisions as set forth by the Texas Department of Health.
Section 2: The
City of Laredo accepts funds in the amount of $17,430 in funds for the
Tuberculosis Elimination Program – Promotora Grant of the City of Laredo Health
Department.
Section
3: Revenue line item 226-0000-323-4091 is increased from $0 to $17,430.
Section 4: Expenditure
line item 226-6092 is hereby increased from $0 to $17,430.
Section 5: The City Manager is hereby authorized to make
transfers within the budget as allowable under the General Provisions of the
existing general contract with the Texas Department of Health to meet the necessary
costs to accomplish the scope of work for the project.
