SUBJECT: Final Reading 2002-O-224 Amending the City of Laredo’s FY 2001-2002 annual budget in the amount of $509,614 to fund the Laredo Auto Theft Task Force. The Governor’s Automobile Theft Prevention Authority will be designating $399,292, the City will be designating $78,858 in matching funds, and Webb County will be designating $31,464 in matching funds for a total of $509,614 for a one year funding period program beginning September 1, 2002 through August 31, 2003. |

|
BACKGROUND:
This
grant pays salaries, fringe benefits, equipment and supplies for one LPD
Sergeant, three LPD Investigators, one Webb County Sheriff’s Investigator,
one Webb County District Attorney Investigator, and one Secretary. This grant will be on its 11th
year of funding.

ORDINANCE #2002-O-224
amending the City of Laredo’s
FY 2001-2002 annual budget in the amount of $509,614 to fund the Laredo Auto
Theft Task Force. The Governor’s A.t.p.a.
will be designating $399,292, the City will be designating $78,858 in matching
funds, and Webb County will be designating $31,464 in matching funds for a
total of $509,614 for a one year funding period program beginning September 1,
2002 through August 31, 2003.
Whereas, the Governor’s Automobile
Theft Prevention Authority has provided grant monies to Laredo in the preceding
ten (10) years to interdict auto theft, and
Whereas, the Governor’s Automobile Theft Prevention Authority is providing same
in the amount of $399,292 for the period of September 1, 2002 to August 31,
2003, and
Whereas, this grant will pay 80% of salaries, equipment, supplies and training
and the City of Laredo Police Dept. combined with Webb County will pay for the
remaining 20%, and
Whereas, the City of Laredo has
agreed that in the event of loss or misuse of the Automobile Theft Prevention
Authority funds, the city of Laredo assures that the funds will be returned to
the Automobile Theft Prevention Authority; and
NOW, THEREFORE, BE IT ORDAINED BY THE CITY
COUNCIL OF THE CITY OF LAREDO THAT:
Section 1:
The City of Laredo’s FY 2001-2002 annual budget is hereby amended in the
amount of $509,614 to fund the Laredo Auto Theft Task Force. A.T.P.A. will be designating $399,292, the
City of Laredo will be designating $78,858 in matching funds and Webb County
will be designating $31,464 in matching funds for a total of $509,614 for a one
year funding period for the Auto Theft Task Force beginning on September 1, 2002
through August 31, 2003.
Section 2:
The City of Laredo will transfer one LPD Sergeant and three
Investigators from the A.T.P.A. grant (222-2302) to the general fund (101-2310)
if said grant is no longer funded and the City of Laredo will increase the man
years in the general fund (101-2310) by the one Sergeant and three
Investigators.
Section 3: Authorizing City
Manager to transfer one LPD Sergeant, three LPD Investigators, and one
Secretary on September 1, 2002 from account number (222-2372) to the new
account number (222-2302) assigned to the Auto Theft Prevention Authority
Grant.
Section 4:
Authorizing the City Manager to execute all necessary documents to
achieve said grant and to effectuate its terms.
