SUBJECT:     Final Reading 2002-O-230 

Authorizing the City Manager to enter into and execute an interlocal government agreement between the City of Laredo and the L.I.S.D. for the participation of the City of Laredo Police Department School Resource Officer Program and to accept reimbursement in the amount of $367,000 from the Laredo Independent School District and to amend the City of Laredo’s FY 2001-2002 annual budget in the amount of $367,000.  The Laredo Police Department will provide eight (8) officers that will be assigned to various middle and high schools, and the Laredo Independent School District will reimburse the City of Laredo up to three hundred sixty seven thousand dollars ($367,000.00) for the FY2002-2003 school year.

   Public Hearing / Introductory Ordinance was passed on September 3, 2002.                                                

 

 

ACTION PROPOSED:  Council approval of participation by the City of Laredo Police Department in the Laredo Independent School District School Resource Officer Program for the FY 2002-2003 school year.

 

 

BACKGROUND:

 

The Laredo Independent School District School Resource Officer Program for the FY 2001-2002 school year will provide for the assignment of law enforcement officers to designated middle and high schools.  The School Resource Office Program will commence on August 19, 2002 and will terminate on May 29, 2003.  Both the City of Laredo Police Department and the Webb County Sheriff’s Department have been invited to participate.

 

School Resource Officers will include uniformed police officers that will provide law enforcement services at the designated schools.  They will be assigned on a full time basis.  The City of Laredo Police Department will provide eight (8) police officers for participation in the program. Besides providing law enforcement service the School Resource Officer Program will provide increased police visibility, create an opportunity for the administration, staff and students to interact with the police officers and foster stronger bonds with law enforcement.

 Ordinance NO. 2002-O-230

 Whereas,  the City of Laredo (City), is a municipal corporation chartered under the laws of the state; and

 

Whereas, the Laredo Independent School District (L.I.S.D), is a political subdivision of the State of Texas; and

 

Whereas, the Laredo Independent School District School Resource Officer Program provides for the assignment of law enforcement officers to designated middle and high schools; and

 

Whereas,  the presence of police officers deter potential criminal activity in schools and  school surroundings; and

 

Whereas,  the Laredo Independent School District seeks the participation of the City of Laredo Police Department to provide eight (8) police officers for assignment to designated middle and high schools as part of the School Resource Officer Program for the FY 2002-2003 school year; and

 

Whereas,  this agreement is authorized by the Interlocal Cooperation Act, Chapter 791, Texas Government Code; and

 

Whereas, This agreement provides for the terms and conditions applicable for the provision of participation of eight (8) police officers of the City of Laredo Police Department in the School Resource Officer Program for the FY 2002-2003 school year, with compensation in the amount up to $367,000 payable by the L.I.S.D., for the FY 2002-2003 school year, commencing on August 19, 2002.

 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

 

Section 1.  The City of Laredo will provide eight (8) police officers for assignment to designated middle and high schools for participation in the Laredo Independent School District’s Resource Officer Program. 

 

 

Section 2.  The City Manager be authorized to enter into and execute an interlocal government agreement between the City of Laredo and the Laredo Independent School District for the participation of the City of Laredo Police Department School Resource Officer Program.  Whereby the Laredo Independent School District will reimburse the City of Laredo up to three hundred and sixty seven thousand dollars ($367,000.00) for the FY 2003-2003 school year.
