BACKGROUND:
The City of Laredo is the fastest growing City in Texas and has become one of the largest inland ports in United States. With this increased trade, the population almost doubled in the last ten years. Laredo and a number of Texas cities have tapped into a growing need among computer users. With computer systems becoming outdated in a just a couple of years, the matter of proper disposal is taking on increasing urgency. Indeed personal computer technology is creating an environmental problem of growing dimensions. National Safety Council estimates that 20.6 million personal computers (PC) were obsolete by 1998 of those only 11 percent were recycled. Majority of old PCs which contains lead, mercury, cadmium and chromium have been dumped in the landfills, incinerated, or are still sitting around warehouses, basements, and closets. With this collection event, city will save most valuable landfill spaces and protect the natural resources from possible hazardous waste pollution. |

AN ORDINANCE NO
2002-O-233
Accepting a grant by the United States Environmental
Protection Agency’s US-Mexico border program in the amount of $25,000.00 with
the City designating $1,316.00 in matching funds for a total of $26,316.00 and
amending the City of Laredo’s FY 2001-2002 Annual Budget for the NPDES Fund by
appropriating the said grant revenue to the appropriate expenditure accounts. The grant monies will be used to implement
two Computer & Electronic Collection Events. Matching funds are available in the NPDES fund.
Whereas, the United States
Environmental Protection Agency’s US-Mexico border program has issued a request
for proposes for funding of local pollution prevention programs; and
Whereas, the City of Laredo’s
Environmental Services Department applied the grant to implement a Computer and
Electronic Collection Event; and
Whereas, if the United States
Environmental Protection Agency approves the grant, with a local matching fund
of $1,316.00; and
NOW, THEREFORE, BE IT ORDAINED BY THE
CITY COUNCIL OF THE CITY OF LAREDO THAT:
Section
1: Accepting
a grant by the United States Environmental Protection Agency’s US-Mexico border
program in the amount of $25,000.00 with the City designating $1,316.00 in
matching funds for a total of $26,316.00 and amending the City of Laredo’s FY
2001-2002 Annual Budget for the NPDES Fund by appropriating the said grant
revenue to the appropriate expenditure accounts.
Section 2: The City of Laredo will comply with the provisions of
the financial assistance program and the fiscal reimbursement and reporting
requirements of the United States Environmental Protection Agency’s US-Mexico
border program.
Section
3: The
City of Laredo hereby agrees that the funds received from the United States Environmental
Protection Agency’s US-Mexico border program
will
only be used for the purpose of implementing two Computer & Electronic
Collection Events.
