ORDINANCE NO. 2002-O-236 Authorizing the City Manager to accept funds and
amend the City of Laredo FY 2001-2002 annual budget in the amount of $20,000 from the Texas Department of Health –

BACKGROUND: The Texas Department of Health
has contracted with the City of Laredo to provide public health services to
residents of Laredo and Webb County through the City of Laredo Health
Department. The “Los Dos
Laredos” Binational Health Council was established to address health and
environmental issues in the Laredo and border area. The City of Laredo
Health Department and the Secretaria de Salubridad, Jurisdicción Sanitaria No. V of Nuevo Laredo, Tamps., Mexico,
will be hosting the fourth annual “Los Dos Laredos” Bi-National Health
Conference for sister cities along the Texas/Mexico border. The conference will be held
on Wednesday
and Thursday, September 18-19, 2002. This conference will provide an
opportunity and a forum to address common public health problems and problems unique to border communities, and
to discuss possible solutions and strategies, as well as facilitate exchange
of ideas and an opportunity to meet each
other. The conference
will be sponsored by the Texas-Mexico Binational Health Councils, the Office
of Border Health- Texas Department of Health, City of Laredo Health
Department and the Secretaria de Salubridad,
Jurisdicción Sanitaria No. V.
We have included topics for the conference that are of current
interest to public health professionals along the Texas Mexico border region
and that will provide up-to-date information. These funds have been
awarded specifically for the “Los Dos Laredos” Binational Health

FINANCIAL: The City of Laredo will receive $20,000 for the
Border Health Conference of the City of Laredo Health Department for the
period beginning October 1, 2001, through September 30, 2002. The expense
account assigned to this grant is 226-6093. |

AUTHORIZING THE CITY MANAGER TO ACCEPT FUNDS AND AMEND THE CITY OF
LAREDO FY 2001-2002 ANNUAL BUDGET IN THE AMOUNT OF $20,000 FROM THE TEXAS
DEPARTMENT OF HEALTH FOR THE BORDER HEALTH CONFERENCE OF THE CITY OF LAREDO HEALTH
DEPARMTENT FOR THE PERIOD BEGINNING JULY 1, 2002, THROUGH SEPTEMBER 30,
2002. THESE FUNDS WERE AWARDED
SPECIFICALLY FOR THE “LOS DOS LAREDOS” BINATIONAL HEALTH CONFERENCE.
WHEREAS, the Texas Department of Health
(TDH) is contracting with the City of Laredo to provide public health services

NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO
THAT:
Section 1: The
City Manager is hereby authorized to accept the grants and their provisions as
set forth by the Texas Department of Health.
Section 2: The
City of Laredo accepts funds in the amount of $20,000 for the Border Health
Conference of the City of Laredo Health Department.
Section 3: Revenue
line item 226-0000-323-4092 funded by
the Texas Department of Health is increased from $0 to $20,000.
Section 4: Expenditure line item 226-6093 is increased from $0 to $20,000.
Section 5: The City Manager is hereby
authorized to make transfers within the
budget as allowable under
the General Provisions of the existing general
contract with the Texas
Department of Health to meet the necessary costs
to accomplish the scope of
work for the project.
