SUBJECT: FINAL READING OF ORDINANCE NO. 2002-O-238

 

Amending the City of Laredo FY 2001-2002 Airport Budget to recognize additional revenues from a grant received from the Federal Aviation Administration being grant project no. 3-48-0136-34-02 in the amount of $6,332,000.00 for the purpose of acquiring land for noise mitigation, constructing a portion of the east side air cargo apron, complete construction of parallel Taxiway J, acquire finger printing equipment and install CCTV monitoring cameras and related security equipment at the Laredo International Airport. The City’s ten (10%) percent Local Match for this project in the amount of $ 703,556.00 is available in the Airport Land Reimbursement Account.

PREVIOUS ACTION: On September 3, 2002, City Council introduced Ordinance, and Staff was instructed to proceed.

 

BACKGROUND:

The Federal Aviation Administration is requesting that the City of Laredo submit this grant application for federal funding in the amount of $6,332,000.00. Of these funds, $4.0 million will be used to acquire land for noise mitigation, $1,200,000.00 will be used to augment $3,500,000.00 from a previous FAA grant for the construction of an air cargo apron, $800,000.00 will be used to augment the $4,400,000.00 from a previous FAA grant for the construction of parallel Taxiway J, acquire finger printing equipment, and install a CCTV monitoring cameras and related security equipment.

 

Funding for the noise mitigation project will give continuance to the City’s noise abatement program.

 

Construction of parallel Taxiway J is ongoing and is scheduled for completion December 2002. When completed capacity and safety will be enhanced.

 

The cargo apron will enable the airport to develop approximately 28 acres on which tenants can construct air cargo and other aviation related facilities.

 

The security equipment will enhance security at the airport.

FINANCIAL:

The local match of  $ 703,556.00 is available in the Airport Land Acquisition Reimbursement Account. 

 

 

 

COMMITTEE RECOMMENDATION:  The Airport Advisory Committee recommends approval.

STAFF RECOMMENDATION: That the City Manager be authorized to implement the proposed FY 2001/2002 Budget Amendment.

 

 

ORDINANCE NO. 2002-O-238

 

AMENDING THE CITY OF LAREDO FY 2001-2002 AIRPORT BUDGET TO RECOGNIZE ADDITIONAL REVENUES FROM A GRANT RECEIVED FROM THE FEDERAL AVIATION ADMINISTRATION BEING GRANT PROJECT NO. 3-48-0136-34-02 IN THE AMOUNT OF $6,332,000.00 FOR THE PURPOSE OF ACQUIRING LAND FOR NOISE MITIGATION, CONSTRUCTING A PORTION OF THE EAST SIDE AIR CARGO APRON, COMPLETE CONSTRUCTION OF PARALLEL TAXIWAY J, ACQUIRE FINGER PRINTING EQUIPMENT AND INSTALL CCTV MONITORING CAMERAS AND RELATED SECURITY EQUIPMENT AT THE LAREDO INTERNATIONAL AIRPORT.THE CITY’S TEN (10%) PERCENT LOCAL MATCH FOR THIS PROJECT IN THE AMOUNT OF $ 703,556.00 IS AVAILABLE IN THE AIRPORT LAND REIMBURSEMENT ACCOUNT AND PROVIDING FOR EFFECTIVE DATE.

 

 

            WHEREAS, the Federal Aviation Administration has approved an Airport Improvement Program grant being Grant Project No. 3-48-0136-34-02 in the amount of

$6,332,000.00 for the purpose of acquiring land for noise mitigation, constructing a portion of the east side air cargo apron, complete construction of parallel Taxiway J, acquire finger printing equipment and install CCTV monitoring cameras and related security equipment at the Laredo International Airport, and

 

WHEREAS, the Airport Director recommends that the City Council approve the proposed budget amendment to the City of Laredo FY 2001-2002 Airport Budget to recognize the additional revenue and to appropriate like expenditures to include local match to said grant, in furtherance of the development of the Laredo International Airport and as a support to the maintenance and operation of the Laredo International Airport, and

 

            WHEREAS, the City Council of the City of Laredo is of the same opinion.

 

            NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

 

Section 1:         The City Manager be and is hereby authorized to amend the City of Laredo FY 2001-2002 Airport Budget to recognize the additional revenues from the Federal Aviation Administration Airport Improvement Program Grant Project No. 3-48-0136-34-02 in the amount of $6,332,000.00 and to appropriate like expenditures to include the local match of $703,556.00 to said grant and authorizing the City Manager to implement said budget amendment.

 

Section 2:         This Ordinance shall become effective upon passage hereof.
