SUBJECT: FINAL READING OF ORDINANCE NO. 2002-O-240

 

Amending the City of Laredo FY 2001-2002 Airport Budget to recognize additional revenues and expenditures resulting from a Law Enforcement Personnel Agreement with the Transportation Security Administration (TSA), in the amount of $250,098.00.  The purpose of the agreement is to reimburse the City of Laredo, for its costs in providing a uniformed sworn and certified law enforcement officer at the passenger security screening checkpoint at the Laredo International Airport until such time as the TSA assumes responsibility for such functions; providing for an effective date.

PREVIOUS ACTION: On September 3, 2002, City Council held a Public hearing and introduced an Ordinance, and Staff was instructed to proceed.

 

 

BACKGROUND:

 

Presently, Airport Police Officers are assigned to secure the passenger screening checkpoint on a daily basis.  Airport Police officers have been securing the screening checkpoint since May 10, 2002, and will continue until December 31, 2003 or until TSA assumes full responsibility.

 

Revenue and expenditure line items will be appropriated for the ceiling amount of this agreement at $250,098.

 

 

FINANCIAL:

 

Fiscal year 01-02, Airport revenues and expenditures will be amended as follows:

 

Increase Airport Policing Grant:                                 242-0000-323-2024      $250,098.00

Increase Airport Police division Personnel line items:                                     $   53,392.00

Increase Reserve Appropriation Account:                  242-3635-584-9900      $196,706.00

 

 

 

 

COMMITTEE RECOMMENDATION: The Airport Advisory Committee recommends approval.

STAFF RECOMMENDATION: That the City Manager be authorized to implement this Budget Amendment.

 

 

ORDINANCE NO. 2002-O-240

 

AMENDING THE CITY OF LAREDO FY 2001-2002 AIRPORT BUDGET TO RECOGNIZE ADDITIONAL REVENUES AND EXPENDITURES RESULTING FROM A LAW ENFORCEMENT PERSONNEL AGREEMENT WITH THE TRANSPORTATION SECURITY ADMINISTRATION (TSA), IN THE AMOUNT OF $250,098.00.  THE PURPOSE OF THE AGREEMENT IS TO REIMBURSE THE CITY OF LAREDO, FOR ITS COSTS IN PROVIDING A UNIFORMED SWORN AND CERTIFIED LAW ENFORCEMENT OFFICER AT THE PASSENGER SECURITY SCREENING CHECKPOINT AT THE LAREDO INTERNATIONAL AIRPORT UNTIL SUCH TIME AS THE TSA ASSUMES FOR SUCH FUNCTIONS; PROVIDING FOR AN EFFECTIVE DATE.

 

 

            WHEREAS, the Transportation Security Agreement and the City of Laredo entered into a Law Enforcement Personnel Agreement for the purpose of reimbursing the City of Laredo for its costs in providing a uniformed sworn and certified law enforcement officer at the passenger security screening checkpoint at the Laredo International Airport, and

 

WHEREAS, the Airport Director recommends that the City Council approve the proposed budget amendment to the City of Laredo FY 2001-2002 Airport Budget to recognize the additional revenue and to appropriate like expenditures in the amount of $250,098.00, in furtherance of the development of the Laredo International Airport and as a support to the maintenance and operation of the Laredo International Airport, and

 

            WHEREAS, the City Council of the City of Laredo is of the same opinion.

 

            NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

 

Section 1:         The City Manager be and is hereby authorized to amend the City of Laredo FY 2001-2002 Airport Budget to recognize the additional revenues from the Transportation Security Administration in the amount of $250,098.00 and to appropriate like expenditures and authorizing the City Manager to implement said budget amendment.

 

Section 2:         This Ordinance shall become effective upon passage hereof.
