Proposed use: Residential
Site: The site is currently vacant and undeveloped. There are also two mineral extraction Special Use Permit overlays in the area.
Surrounding land uses: North of the site is Los Presidentes Subdivision and a large vacant area. West of the site is United "South" High School. East and south of the site is vacant and undeveloped land.
Comprehensive Plan: The Future Land Use Map recognizes this area as Low Density Residential.
Transportation Plan: The Long Range Thoroughfare Plan identifies Avenida Los Presidentes as a Major Collector.

The proposed zone change is appropriate at this location. The intended R-1A designation is consistent with this area's approved master plan, the Comprehensive Plan, the surrounding land uses and zoning districts.

R-1A (Single Family Reduced Area District): The purpose of the R-1A District is to provide for residential uses and those public uses normally considered an integral part of the residential neighborhood they serve. In addition, this district provides for the subdivision of single family residential lots with a minimum of 4500 square feet.
Is this change contrary to the established land use pattern?
The only established land use pattern in the area is to the north of the site, and consists of mainly single family residences.
Would this change create an isolated zoning district unrelated to surrounding districts?
Yes, the adjoining zoning districts are R-1, R-1A, and A-G, with the City limits at the site's southern border.
Will change adversely influence living conditions in the neighborhood?
No, the established residential development will not be adversely affected by the proposed change.
Are there substantial reasons why the property can not be used in accord with existing zoning? Yes, the majority of the property is zoned agriculturally which allows only a limited number of agricultural uses.

CITY OF LAREDO ORDINANCE NO. 2002-O-258
Amending the Zoning Ordinance (Map) of the City of Laredo by rezoning 27.7124 acres, as further described by metes and bounds in attached Exhibit "A", located east of Los Presidentes Subdivision, Unit 7 and proposed Unit 9, from AG (Agricultural District) and R-1 (Single Family Residential District) to R-1A (Single Family Reduced Area District); providing for publication and effective date.
WHEREAS, a zone change has been requested by the owners of 27.7124 acres, as further described by metes and bounds in attached Exhibit "A", located east of Los Presidentes Subdivision, Unit 7 and proposed Unit 9, from AG (Agricultural District) and R-1 (Single Family Residential District) to R-1A (Single Family Reduced Area District); and,
WHEREAS, the required written notices were sent to surrounding property owners at least ten (10) days before the public hearing held before the Planning and Zoning Commission on September 5, 2002; and,
WHEREAS, the Planning and Zoning Commission, after a public hearing, has recommended approval of the proposed zone change; and,
WHEREAS, notice of the zone change request was advertised in the newspaper at least fifteen (15) days prior to the public hearing held before the City of Laredo City Council on this matter; and,
WHEREAS, the City Council has held a public hearing on October 7, 2002, on the request and finds the zone change appropriate and consistent with the General Plan of the City of Laredo; and,
WHEREAS, the City Council does not consider the impact, if any, of private covenants and deed restrictions on the subject property with the adoption of this ordinance; and,
NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:
Section 1: The Zoning Map of the City of Laredo be and is hereby amended by rezoning 27.7124 acres, as further described by metes and bounds in attached Exhibit "A", located east of Los Presidentes Subdivision, Unit 7 and proposed Unit 9, from AG (Agricultural District) and R-1 (Single Family Residential District) to R-1A (Single Family Reduced Area District).
Section 2: This ordinance shall be published in a manner provided by Section 2.09 (D) of the Charter of the City of Laredo.
Section 3: This ordinance shall become effective as and from the date of publication specified in Section 2.
