FINAL READING ORDINANCE NO. 2002-O-260 Amending the City of Laredo FY 2002-2003 annual
budget by appropriating revenues and expenditures in the amount of $236,298
from the Texas Department of Health and $118,150 in in-kind funds from the
Laredo Independent School District for the Mi Futuro (My Future)
Abstinence Education Program of the City of Laredo Health

BACKGROUND: The Texas Department of
Health is contracting with the City of Laredo to provide public health
services to residents of Laredo and Webb County through the City of Laredo
Health Department. The Mi Futuro (My Future) Abstinence Education
Program is a partnership between the City of Laredo Health Department
and the Laredo Independent School District, community leaders and
community-based organizations to decrease the teen pregnancy rate in
Laredo/Webb County and to positively affect the number of adolescent
pregnancies in LISD. The three major
objectives of the Abstinence Education Program are: 1)
To educate the middle school and high school students in making the
ideal choice of abstinence; 2)
To facilitate the students’ development of self responsibility in
planning and managing their lives, and 3)
To
underscore the influence of parents and other significant adults have in the
lives of these youngsters. The
Health Department and the Laredo Independent School District continue to
partner to reduce the number for teen pregnancies in Webb County by promoting
abstinence education and other activities to students in the district’s five
middle schools and three high schools.
Activities include classroom education, mentoring, counseling, and
Mother/Daughter and Father/Son designated days. The project activities are under the general supervision of
LISD’s Director of Secondary Education.
The Health Department serves as the administrative agency responsible
for the reporting requirements, data collection and technical assistance. |

FINANCIAL: The City
of Laredo will receive $236,298 from
the Texas Department of Health (revenue account #226-0000-323-4077) and
$118,150 in in-kind contributions from the Laredo Independent School
District (revenue account
#226-0000-372-1100) for the Mi Futuro (My Future) Abstinence Education
Program of the City of Laredo Health Department from October
1, 2002, through September 30, 2003. Expenditure account number is 226-6091. |

annual budget by appropriating revenues and expenditures in the amount of

NOW,
THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:
Section 1: The
City Manager is hereby authorized to execute the contract and accept the grants
and their provisions as set forth by the Texas Department of Health.
Section 2: The
City of Laredo accepts funds in the amount of $236,298 from the Texas Department of
Health and $118,150 in in-kind from the Laredo Independent School District for
the Mi Futuro (My Future) Abstinence
Education Program of the City of Laredo Health Department.
Section 3: Revenue
line item 226-0000-323-4077 will be increased from $0 to $236,298; and revenue
line item 226-0000-372-1100 from $0 to $118,150 in in-kind contributions from
the Laredo Independent School District.
Section 4: Expenditure line item 226-6091 will be increased from $0 to
$236,298.
Section 5: The City Manager is authorized to amend the current
number of full-time equivalents positions from 0 to .5 with the addition of .5
Public Health Technician position which will be funded by this grant.
Section 6: The City Manager is hereby authorized to make
transfers within the budget as allowable under the General Provisions of the
existing general contract with the Texas Department of Health to meet the
necessary costs to accomplish the scope of work for the project.
