SUBJECT:  FINAL READING OF ORDINANCE NO. 2002-O-268

Approving and authorizing the City Manager to execute an underground utility easement conveying to the Texas Department of Transportation for the purpose of installing fiber optic cable to integrate the City of Laredo Traffic Management Center to the TxDOT’s Traffic Management Center. Said proposed utility easements are located at the Laredo International Airport on land known as Lots 1, 2, 3 & WPT of 4 Blk 1988;ED, and continue onto Block 1965-B;ED and block 1965-A;ED; providing for an effective date.

PREVIOUS ACTION:  On October 7, 2002, Ordinance was introduced by City Council, and Staff was instructed to proceed.

 

BACKGROUND:

 

The Texas Department of Transportation is requesting that it be granted an underground utility easement for the purpose of installing Fiber Optic Cable to integrate the City of Laredo Traffic Management Center with TxDOT’s Traffic Management Center.

 

The installation of the fiber optic lines along US Hwy 59 will interconnect both the City and TxDOT’s existing computerized traffic management facilities.

 

Integrating both Traffic Management Center’s Intelligent Transportation Systems (ITS) will allow for better traffic management opportunities in the City of Laredo.

COMMITTEE RECOMMENDATION: The Airport Advisory Committee recommends approval.

STAFF RECOMMENDATION: That the City Manager be authorized to execute said utility easement to TxDOT.

 

 

 

ORDINANCE NO. 2002-O-268

 

 

APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE AN UNDERGROUND UTILITY EASEMENT CONVEYING TO THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THE PURPOSE OF INSTALLING FIBER OPTIC CABLE TO INTEGRATE THE CITY OF LAREDO TRAFFIC MANAGEMENT CENTER TO THE TXDOT’S TRAFFIC MANAGEMENT CENTER. SAID PROPOSED UTILITY EASEMENTS ARE LOCATED AT THE LAREDO INTERNATIONAL AIRPORT ON LAND KNOWN AS LOTS 1, 2, 3 & WPT OF 4 BLK 1988;ED, AND CONTINUE ONTO BLOCK 1965-B;ED AND BLOCK 1965-A;ED; PROVIDING FOR AN EFFECTIVE DATE.

 

 

                WHEREAS, the Texas Department of Transportation is requesting that it be granted four (4) easements for the purpose of installing Fiber Optic Cable to integrate City of Laredo Traffic Management Center with TxDOT’s Traffic Management Center; and

 

                WHEREAS, integrating both Traffic Management Centers will allow for better traffic management opportunities in the City of Laredo; and

 

                WHEREAS, the Texas Department of Transportation agrees to abandon a portion or the entire easement and agrees to relocate the fiber optic cable to another easement to be provided by the City in the event the easement herein provided interferes with a future airport project; and

 

                WHEREAS, The Airport Director and Airport Advisory Committee recommend that this easement be granted to the Texas Department of Transportation being in the best interest of the Airport and City of Laredo; and

 

                NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

 

Section 1:               The City Council of the City of Laredo approves the granting of an underground utility easement and authorizes the City Manager to execute said easements to the Texas Department of Transportation; and

 

Section 2:               Said easements is described as follows;
