BACKGROUND: The Texas Department of
Health has contracted with the City of Laredo to provide public health
services to residents of Laredo and Webb County through the City of Laredo
Health Department. The Texas Department of
Health provides direct assistance and/or financial assistance for the Office
of Public Health Practice Program to supplement delivery of comprehensive
public health services. Comprehensive
public health services to be delivered encompass the following plan: 1.
Monitor health status to identify community health problems; 2.
Diagnose and investigate health problems and health hazards in the
community; 3.
Inform, educate, and empower people about health status; 4.
Mobilize community partnerships to identify and solve health
problems; 5.
Develop policies and plans that support individual and community
health efforts; 6.
Enforce laws and regulations that protect health and ensure safety; 7.
Link people to needed personal health services and assure the
provision of health care when otherwise unavailable; 8.
Assure a competent public health and personal health care workforce; 9.
Evaluate effectiveness, accessibility, and quality of personal and
population-based health services; and 10.
Research for new insights and innovative solutions to health
problems. Below are the current
positions funded by the Texas Department of Health through the Office of
Public Health Practice Program:

FINANCIAL: The City of Laredo will receive $82,773 in
additional funds from the Texas Department of Health for the Office of Public
Health Practice Program budget for the period beginning September 1, 2002,
through August 31, 2003. The revenue
account number is 226-0000-323-4033 and the expenditure account number is
226-6088. |

This amendment to the
contract includes funds in the amount of $82,773 in additional funds from the

WHEREAS, the Texas Department of
Health (TDH) is contracting with the City of Laredo to provide public health

NOW,
THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:
Section 1: The
City Manager is hereby authorized to execute the contract and accept the grants
and their provisions as set forth by the Texas Department of Health.
Section 2: The
City of Laredo accepts funds in the amount of $82,773 in additional funds from
the Texas Department of Health for the Office of Public Health Practice Program
of the City of Laredo Health Department for the period beginning September 1,
2002, through August 31, 2003, for the purpose of creating three (3) Community
Service Aide positions.
Section 3: Revenue
line item 226-0000-323-4033 funded by the Texas Department of Health is hereby increased from
$435,703 to $518,476.
Section 4: Expenditure
line item 226-6088 is hereby increased from $435,703 to $518,476.
Section 5: The City Manager is hereby authorized to make
transfers within the budget as allowable under the General Provisions of the
existing general contract with the Texas Department of Health to meet the
necessary costs to accomplish the scope of work for the project.
