SUBJECT:  FINAL READING ORDINANCE NO. 2002-O-290

Authorizing the City Manager to amend City of Laredo’s Full-Time Equivalent Positions by creating one  Micro-Computer Specialist to be allocated to following state grants:  226-6068 (42%), 226-6088 (33%), and 226-6086 (25%).   Funds are available within each of the grants specified.

PREVIOUS COUNCIL ACTION:  On November 4, 2002, Council held public hearing introducing ordinance and instructed staff to proceed with final reading.

BACKGROUND:

 

In order to facilitate the coordination of statistical, educational, and epidemiological information, the City of Laredo Health Department proposes to create a Micro-Computer Operations Coordinator position to be funded by the three aforementioned grants.  This position will coordinate computer operations to ensure that processing efficiency is maintained.  Develops queries to produce customized reporting formats to conform to state and federal reporting requirements.  Operates multiple consoles to start and control operating systems and subsystems, on-line systems, batch jobs and storage devices.  In addition, this position will resolve any computer malfunction and make recommendations for proper maintenance and enhancements.

FINANCIAL:   The salary for the Micro-Computer Specialist, Gr. 33, will be $26,665.60 (plus fringes) will be allocated as follows:  226-6068 (42%), 226-6088 (33%), and 226-6086 (25%).  An appropriate transfer will be made in the BioTerrorism grant (226-6068) from the contractual line item to personnel for this action.  In addition, a transfer will also be initiated from the OPHP Grant (226-6088) and Immunization Action Plan (226-6086)  program income (TDH’s share) into personnel for this action.

RECOMMENDATION:

STAFF:  Recommends that Council approve  ordinance.

 

 

 

 

 

ORDINANCE     2002-O-290

            WHEREAS, in order to facilitate the coordination of statistical educational  and epidemiological information, the City of Laredo Health Department proposes to create a Micro-Computer Operations Coordinator position to be funded by the two aforementioned grants;  and

 

      WHEREAS,  this position will coordinate computer operations to ensure that processing efficiency is maintained.  Develops queries to produce customized reporting formats to conform to state and federal reporting requirements.  Operates multiple consoles to start and control operating systems and subsystems, on-line systems, batch jobs and storage devices; and

 

                WHEREAS,  In addition, this position will resolve any computer malfunction and make recommendations for proper maintenance and enhancements.

 

                 

                        NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

 

 

Section 1:        The City Manager is hereby authorized to amend the City of Laredo’s Full-time Equivalent Positions by creating one Micro-Computer Operations Coordinator which will be paid from 226-6068, 226-6089 and 226-6088.

  

Section 2:        The City Manager is authorized to amend the current number of full-time equivalents positions in the BioTerrorism Preparedness Program from 6.25 to 6.67; the Office of Public Health Practice from 7.35 FTEs to 7.68; and the Immunization Action Plan Program  from 3.6 FTEs to 3.85.  

 

Section 3:        The City Manager is hereby authorized to make transfers within the budget as allowable under the General Provisions of the existing general contract with the Texas Department of Health to meet the necessary costs to accomplish the scope of work for the project.
