SUBJECT: FINAL READING ORDINANCE NO. 2002-O-291

Authorizing the City Manager to increase the Full-Time Equivalent Positions by creating 13 part-time Community Service Aide (1.28 Full-Time Equivalent Positions - for a total of 2,664 hours) to conduct community health education and aerobic instruction at the City’s Parks and Recreation Centers.  These positions are currently paid as contractual staff and to align with city operations, they are now being converted to full-time equivalent positions, and hence, this action does not impact current budget.

PREVIOUS COUNCIL ACTION:    On November 4, 2002, Council held public hearing introducing ordinance and instructed staff to proceed with final reading.

BACKGROUND:

This division works to reduce and/or eliminate health problems in the community and the environment;  it facilitates modification of lifestyle behavior to be more conducive to better health.  This is accomplished through group presentations, one-to-one communication and the utilization of mass media.  In addition, the division functions as a resource center for general health information.

 

The Buena Vida Program works to prevent and/or reduce chronic diseases through early identification, education, counseling, and referral of diabetic, hypertensive and cancer screening.  In addition, the Buena Vida Program conducts free low-impact aerobics classes at many different locations throughout the city.  

 

Effective January 1, 2003, the City of Laredo Health Department is proposing to hire 13 part-time community service aides positions (1.28 Full-Time Equivalent Positions for a total of 2,664 hours) to provide community outreach and conduct aerobic instruction at the City of Laredo Parks and Recreational Facilities.  The instructors will be paid $7.00 per hour to conduct a total of 296 class hours for the remaining nine months of the fiscal year.  Hence, the creation of 13 part-time community service aide positions (1.28 Full-Time Equivalent Positions – for a total of 2,664 hours) is needed at this time in order to complete the process before the end of December.

FINANCIAL:   No financial impact. However, funds are available in the contractual line item (226-2911-543-5534) in the Health Department, Health Education Division budget, and will be transferred to the personnel line items as soon as this action is approved.

                        NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

 

 

Section 1:        The City Manager is hereby authorized to amend the City of Laredo’s Full-time Equivalent Positions by creating 13 part-time Community Service Aide positions (1.28 full-time equivalent positions – for a total of 2,664 hours).

  

Section 2:        The City Manager is authorized to amend the current number of full-time equivalents positions in the Health Education Division  (226-2911) from   4 full-time equivalents positions to 5.28 full-time equivalents positions.
