BACKGROUND: The City of Laredo Health Department Buena Vida Program established in 1982 is a community education program aimed at increasing the level of awareness regarding chronic diseases, teenage pregnancy, violent and abusive behavior and substance abuse. Educational activities and behavior-modification clinics which include low-impact aerobic exercise classes, nutrition education, smoking cessation and stress management are conducted throughout the community in local housing projects, church halls, schools, worksites, boy’s and girl’s clubs, City parks and recreational centers. The Buena Vida Program administers Health Risk Profiles to adults to determine the chronic disease risk behavior, and laboratory testing at a low cost. These services are provided in an effort to enhance community awareness so the residents of Laredo will have the skills, knowledge, capacity, and opportunity to enjoy healthier and longer lives.

ORDINANCE 2002-O-302
AUTHORIZING THE CITY MANAGER TO IMPLEMENT A $5.00 MONTHLY FEE TO CHARGE
PER PARTICIPANT FOR AEROBIC CLASSES PROVIDED BY THE CITY OF LAREDO HEALTH
DEPARTMENT BUENA VIDA PROGRAM AT THE CITY’S PARKS AND RECREATION CENTERS AND
OTHER COMMUNITY SITES, AND TO APPROPRIATE REVENUES TO THE 226-2911-543-5534
EXPENSE LINE ITEM AND REVENUE LINE ITEM # 226-0000-373-1012.
WHEREAS, the Buena Vida Program conducts educational activities and behavior modification clinics which include low-impact aerobic exercise classes, nutrition education, smoking cessation and stress management throughout the community in local housing projects, church halls, schools, worksites, boy’s and girl’s clubs, City parks and recreational centers; and,
WHEREAS, the Buena Vida Program administers Health Risk Profiles to adults to determine the chronic disease risk behavior and laboratory testing at a low cost; and,
WHEREAS, the City of Laredo Health Department is proposing to charge a $5.00 monthly fee per participant for aerobic classes provided by the Buena Vida Program at the City’s parks and recreation centers and other community sites; and,
WHEREAS, a $5.00 fee is appropriate at this time to assist with operational costs. This fee will provide estimated revenues of $13,500 to enhance our public health.
NOW THEREFORE, BE IT ORDAINED BY THE CITY
COUNCIL OF THE CITY OF LAREDO THAT:
Section 1: The Health Director of the City of Laredo Health Department is hereby authorized to implement a monthly fee of $5.00 to charge per participant for low-impact aerobic classes.
Section 2. The City of Laredo Health Department estimates revenues of $13,500 in revenue line item # 226-0000-373-1012 based on 300 participants per month for 9 months at $5.00 each.
Section 3: Expense line item # 226-2911-543-5534 will increase by an estimated $13,500 from $28,106 to $41,606.
Section 4. This ordinance shall become effective not less than sixty (60) days from the date of the public hearing on this Ordinance, in accordance with the City Charter.
Section 5. This ordinance does not and is not intended to exempt, change or modify the terms of any governing federal or state regulations which apply to the provision of said services by the Buena Vida Program of the City of Laredo Health Department.
