SUBJECT:  FINAL READING ORDINANCE NO. 2002-O-303

Authorizing the City Manager to amend the City of Laredo’s Full-Time Equivalent Positions by reclassifying the position of Health Educator (1.0 FTE) to three (3) part-time (1.51 FTE) Community Service Aides positions at 30 hours each per week for 35 weeks; and, deleting a 1 Program Promotion Specialist and 1 Health Educator Assistant under the Laredo Obesity Program Prevention and Control Project (LOPAC) funded by the Texas Department of Health.  NO FINANCIAL IMPACT.

PREVIOUS COUNCIL ACTION:  On November 18, 2002, Council held public hearing introducing ordinance and instructed staff to proceed with final reading.

BACKGROUND:

 

The Texas Department of Health has contracted with the City of Laredo to provide public health services to residents of Laredo and Webb County through the City of Laredo Health Department.

 

The Laredo Obesity Prevention and Control Project (LOPAC) CSA’s provide public health preventive services to women, children, and their families in order to address local health needs; to build the local public health infrastructure; and to improve the health status of women, children, and families.  The grant period begins on September 1, 2002, and ends August 31, 2003.

      WHEREAS, the current position funded by the Texas Department of Health for the LOPAC are 1.0 FTE Health Educator, and,

 

      WHEREAS, the 1.0 Health Educator position is reclassified to three (1.51 FTE) part-time Community Service Aides positions, and the 1.0 Program Promotion Specialist and 1 .0 Health Educator Assistant positions are deleted.

 

                 

                        NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

 

 

Section 1:       The City Manager is authorized to amend the current number of full-time equivalent positions in the Health Education Division (226-6087) from 1 full-time equivalent position to 1.51 part-time equivalents positions and delete 1.0 Program Promotion Specialist, and 1 .0 Health Educator Assistant.
