SUBJECT: FINAL READING ORDINANCE NO. 318

Amending the City of Laredo FY 2002-2003 annual budget by appropriating revenues and expenditures in the amount of $50,000 from the Texas Department of Health for the Breast and Cervical Cancer Control Project - Case Management of the City of Laredo Health Department for the period beginning October 1, 2002 through June 30, 2003.  This grant includes funds for an existing Case Manager/Registered Nurse II position.

PREVIOUS COUNCIL ACTION:  On December 2, 2002, Council held public hearing introducing ordinance and instructed staff to proceed with final reading.

BACKGROUND:

The Breast and Cervical Cancer Control Project provides and ensures the provision of case management services to reduce premature morbidity and mortality associated with breast and cervical cancer. Services include providing case management services to individual clients, ensuring appropriate follow-up and treatment of clients with abnormal breast and cervical cancer screening and/or diagnostic test results, and coordinating support services with other agencies and health care providers in the service area.

 

The medical related services of this project concentrate on breast screening for women aged 50 and up; cervical screening of women aged 40 and up; and 15% of the funds can be allocated for those women between the ages of 40-49 with abnormal breast exams.  These services are provided by the Mercy Regional Medical Center’s Women’s Health Clinic and reimbursed from this grant through a contract with the Health Department. 

 

This grant includes funds for an existing Case Manager/Registered Nurse II position.   The Case Manager/Registered Nurse II  will ensure that clients obtain the necessary diagnostic services as indicated by annual breast and cervical screening services through identification of needs and elimination of barriers; acts as liaison between the Health Department and contractor; identifies gaps in service access or delivery; and assists in development of resources to reduce the identified resource gaps.  Also, the Case Manager/Registered Nurse II will monitor tracking system for abnormals; assists in resolution of pending records; develops and monitors tracking system for services, including in-kind services; and provides community outreach in conjunction with community agencies.

FINANCIAL:   The City of Laredo will receive $50,000 for the Breast and Cervical Cancer Control Project – Case Management of the City of Laredo Health Department for the period beginning October 1, 2002 to June 30, 2003. The revenue line item 226-0000-323-4083 and expenditure line 226-6077.

            WHEREAS, the Breast and Cervical Cancer Control Project provides and ensures the provision of case management services to reduce premature morbidity and mortality associated with breast and cervical cancer.              NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

 

Section 1:        The City Manager is hereby authorized to execute the contract and accept the grants and their provisions as set forth by the Texas Department of Health.

 

Section 2:        Revenue line item 226-0000-323-4083  funded by the Texas Department

of Health be increased from $0 to $50,000.

 

Section 3:        Expenditure line item 226-6077  be increased from $0 to $50,000.

 

Section 4:        This grant includes funds for an existing Case Manager/Registered Nurse II position.  

 

Section 5:        The City Manager is hereby authorized to make transfers within

the budget as allowable under the General Provisions of the existing general contract with the Texas Department of Health to meet the necessary costs to accomplish the scope of work for the project.
