SUBJECT:  FINAL READING ORDINANCE NO. 2002-O-319

Amending the City of Laredo FY 2002-2003 annual budget by appropriating revenues and expenditures in the amount of $39,000 from the Texas Department of Health for the Breast and Cervical Cancer Control Screening Project of the City of Laredo Health Department for the period beginning October 1, 2002 through June 30, 2003.

PREVIOUS COUNCIL ACTION:   On  December 2, 2002, Council held public hearing introducing ordinance and instructed staff to proceed with final reading.

BACKGROUND:

The Texas Department of Health has contracted with the City of Laredo to provide public health services to residents of Laredo and Webb County through the City of Laredo Health Department.

 

The Breast and Cervical Cancer Control Screening Project shall provide and ensure the provision of breast and cervical cancer screening, diagnostic and support services, tracking, follow-up, case management, and individual client education services to reduce premature morbidity and mortality.  The Program shall conduct support activities, including eligibility determination, risk  assessment, quality assurance, program management, coalition and partnership development, public education and outreach activities.

 

This grant does not provide funds for personnel positions.   

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

FINANCIAL:   The City of Laredo will receive $39,000 for the Chronic Disease Prevention Program, Breast and Cervical Cancer Control Screening Project of the City of Laredo Health Department for the period  beginning October 1, 2002  to June 30, 2003. The revenue account is 226-0000-323-4055  and expenditure account is 226-6082.

RECOMMENDATION:

STAFF:  Recommend that Council approve ordinance.

ORDINANCE   2002-O-319

 

Amending the City of Laredo FY 2002-2003 annual budget by appropriating revenues and expenditures in the amount of $39,000 from the Texas Department of Health for the Breast and Cervical Cancer Control Screening Project of the City of Laredo Health Department for the period beginning October 1, 2002 through June 30, 2003. 

 

            WHEREAS, the Texas Department of Health (TDH) is contracting with the City of Laredo to provide public health services to residents of Laredo and Webb County through the City of Laredo Health Department, and

 

            WHEREAS, the Breast and Cervical Cancer Control Screening Project shall provide and ensure the provision of breast and cervical cancer screening, diagnostic and support services, tracking, follow-up, case management, and individual client education services to reduce premature morbidity and mortality; and

 

            WHEREAS,  the project shall conduct support activities, including eligibility determination, risk  assessment, quality assurance, program management, coalition and partnership development, public education and outreach activities.

             NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

 

Section 1:        The City Manager is hereby authorized to execute the contract and accept the grants and their provisions as set forth by the Texas Department of Health.

                                   

Section 2:        Revenue line item 226-0000-323-4055  funded by the Texas Department

of Health be increased from $0 to $39,000.

 

Section 3:        Expenditure line item 226-6082  be increased from $0 to $39,000.

 

Section 4:        The City Manager is hereby authorized to accept additional funds from the Texas Department of Health in support of the activities funded by these grants.

 

 

 

Section 5:        The City Manager is hereby authorized to make transfers within the budget as allowable under the General Provisions of the existing general contract with the Texas Department of Health to meet the necessary costs to accomplish the scope of work for the project.
