SUBJECT: FINAL READING OF AN ORDINANCE

Amending the City of Laredo fiscal year 2002/2003 annual budget by creating one new full time teller supervisor position to oversee the five tellers operating the     Riverfront Parking Lot facility at a cost of $34,893.92 which includes salary and  benefits which will be paid from the fund balance and $2,500 for computer hardware and software, and providing for effective date and publication.

PREVIOUS COUNCIL ACTION:  Initial position was approved by ordinance number 2001-O-283 dated December 17, 2001, but the position was never filled.  Public hearing and introductory ordinance was held on December 2, 2002, and motion to introduce was passed.

 

 

 

 

 

BACKGROUND:  This teller supervisor position was previously approved by city council, but was left  vacant through out the FY 2001-2002 as a cost saving measure and was inadvertently deleted from the

2002/2003 budget.

 

 

 

FINANCIAL IMPACT: Financial cost incurred in re-creating this position will be appropriated from the fund balance, 251/2620.  Computer hardware and software will be paid from accounts                 251-2620-525-9002 and 251-2620-525-9003.

CITY OF LAREDO ORDINANCE NO. 2002-O-323

 

AMENDING THE CITY OF LAREDO FY 2002 / 2003 ANNUAL BUDGET BY CREATING ONE NEW FULL TIME TELLER SUPERVISOR POSITION TO SUPERVISE THE FIVE TELLERS OPERATING THE CITY OF LAREDO RIVERFRONT PARKING LOT FACILITY AT A COST OF $34,893.92, POSITION WILL BE PAID FROM THE FUND BALANCE, 251-2620.  COMPUTER HARDWARE AND SOFTWARE WILL BE PAID FROM ACCOUNTS 251-2620-525-9002 AND 251-2620-525-9003 AND AMENDING THE PARKING METERS BUDGET BY SAID AMOUNT, AND PROVIDING FOR EFFECTIVE DATE AND PUBLICATION.

 

WHEREAS, the Parking Enforcement Division of the Traffic Safety Department is the authority in charge of applying the ordinances and regulations governing parking operations in the City of Laredo; and

 

WHEREAS, the city of Laredo FY 2002/2003 Annul Budget needs to be amended; and

 

WHEREAS, it is in the best interest of the city to amend the FY 2002/2003 to better serve the needs of the citizens and tourists who park at the Riverfront Parking Lot by providing better supervision and operation of the parking, which constitutes a benefit to the City,

 

NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT: 

 

Section 1.  Amendment

 

AMENDING THE CITY OF LAREDO FY 2002/2003 ANNUAL BUDGET SPECIFICALLY  THE PARKING METERS BUDGET TO MAKE THE FOLLOWING ADDITION TO PERSONNEL:

1 Teller Supervisor       $24,918.40      $7,475.52            $2,500.00           $34,893.92

 

Section 2.  The City Manager is hereby authorized to create the position of one (1) full time Teller Supervisor (Grade 32).

 

Section 3.  Publication

 

This Ordinance shall be published once in accordance with the provisions set forth in Section 2.09 (d) of the City Charter.
