PREVIOUS COUNCIL ACTION: On January 13, 2003, Council held public hearing introducing ordinance and instructed staff to proceed with final reading.
BACKGROUND: The Texas Department of Health has contracted with the City of Laredo to provide public health services to residents of Laredo and Webb County through the City of Laredo Health Department. This grant awarded by the Texas Department of Health will provide for the continuation of the Tuberculosis (TB) Special Populations Project, the Tuberculosis Jail Outreach Project, and the “Los Dos Laredos” Binational Tuberculosis Project. These projects will continue to provide services under this contract which includes: (1) basic services for tuberculosis (TB) prevention and control and (2) expanded outreach services to individuals of identified sub-groups who have TB or who are at high risk of developing TB throughout the defined service area. In addition, it will continue with a cooperative agreement for the “Los Dos Laredos” Binational TB Project between Laredo and Nuevo Laredo to carry out expanded outreach services, laboratory, x-ray services and treatment to individuals of identified sub-groups in Nuevo Laredo who have tuberculosis. FINANCIAL: The City of Laredo will receive $169,983 for the Tuberculosis Prevention/Control Federal Project of the City of Laredo Health Department for the period beginning January 1, 2003, through December 31, 2003. The revenue account is 226-0000-323-4071 and the expenditure account is 226-6071.
RECOMMENDATION:		STAFF: Recommends that Council approve ordinance.

ORDINANCE 2003-O-022

AMENDING THE CITY OF LAREDO FY 2002-2003 ANNUAL BUDGET BY APPROPRIATING REVENUES AND EXPENDITURES IN THE AMOUNT OF $169,983 FROM THE TEXAS DEPARTMENT OF HEALTH FOR THE TUBERCULOSIS PREVENTION/CONTROL FEDERAL PROJECT OF THE CITY OF LAREDO HEALTH DEPARTMENT FOR THE PERIOD BEGINNING JANUARY 1, 2003 THROUGH DECEMBER 31, 2003.

WHEREAS, the Texas Department of Health (TDH) is contracting with the City of Laredo to provide public health services to residents of Laredo and Webb County through the City of Laredo Health Department, and

WHEREAS, this grant awarded by the Texas Department of Health will provide for the continuation of the Tuberculosis (TB) Special Populations Project, the Tuberculosis Jail Outreach Project, and the “Los Dos Laredos” Binational Tuberculosis Project. These projects will continue to provide services under this contract which includes: (1) basic services for tuberculosis (TB) prevention and control and (2) expanded outreach services to individuals of identified sub-groups who have TB or who are at high risk of developing TB throughout the defined service are; and

WHEREAS, this grant will continue to fund 3.3 FTEs: .30 Pharmacy Technician, 1 TB Binational Project Coordinator, 1 Medical Technician and 1 Public Health Investigator.

WHEREAS, in addition, it will continue with a cooperative agreement for the “Los Dos Laredos” Binational TB Project between Laredo and Nuevo Laredo to carry out expanded outreach services, laboratory, x-ray services and treatment to individuals of identified sub-groups in Nuevo Laredo who have tuberculosis.

NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

Section 1: The City Manager is hereby authorized to execute the contract and accept the grants and their provisions as set forth by the Texas Department of Health.

Section 2: The City of Laredo accepts additional funds in the amount of $169,983 in additional funds for the Tuberculosis Prevention/Control Federal Project of the City of Laredo Health Department.

Section 3: Revenue line item 226-0000-323-4071 funded by the Texas Department of Health is increased from $0 to $169,983.

Section 4: Expenditure line item 226-6071 is increased from $0 to $169,983.

Section 5: This grant will continue to fund 3.3 FTEs: .30 Pharmacy Technician, 1 TB Binational Project Coordinator, 1 Medical Technician and 1 Public Health Investigator.

Section 6: The City Manager is hereby authorized to make transfers within the budget as allowable under the General provisions of the existing general contract with the Texas Department of Health to meet the necessary costs to accomplish the scope of work for the project.
