BACKGROUND: The Texas Department of
Health has contracted with the City of Laredo to provide public health
services to residents of Laredo and Webb County through the City of Laredo
Health Department. The HIV Prevention Project
will conduct human immunodeficiency virus (HIV) prevention activities to
ensure HIV prevention services are provided to persons at greatest risk of
acquiring or transmitting HIV infection as identified through the HIV
prevention community planning process.
Strategies to accomplish the project’s goals shall demonstrate
cost-effectiveness, innovation, coordination, and collaboration. The purpose of the HIV
Prevention Project is to assist to:
In addition, the City of
Laredo’s FTE positions will be amended from 3.35 FTEs to 3.32 FTEs. The project will serve
qualifying residents in the Jim Hogg, Starr, Webb and Zapata Counties. |

FINANCIAL: The City of Laredo will
receive $199,854 in funds for the HIV Prevention Project of the City of
Laredo Health Department. The revenue
account is 226-0000-323-4046 and
expenditure account is 226-6070. |

ORDINANCE NO. 2003-O-026
Amending the City of Laredo FY 2002-2003 annual budget by appropriating revenues and expenditures in the amount of $199,854 from the Texas Department of Health AND AMENDING THE CITY OF LAREDO’S FTE POSITIONS FROM 3.35 FTEs to 3.32 ftes for the HIV Prevention Project of the City of Laredo Health Department for the period beginning January 1, 2003, through December 31, 2003.
WHEREAS, the Texas Department of
Health (TDH) is contracting with the City of Laredo to provide public health
services to residents of Laredo and Webb County through the City of Laredo
Health Department, and
WHEREAS, the HIV Prevention Project will conduct conduct human
immunodeficiency virus (HIV) prevention activities to ensure HIV prevention
services are provided to persons at greatest risk of acquiring or transmitting
HIV infection as identified through the HIV prevention community planning
process. Strategies to accomplish the
project’s goals shall demonstrate cost-effectiveness, innovation, coordination,
and collaboration; and
WHEREAS, the purpose of the HIV Prevention
Project is to assist to:
WHEREAS, the project will serve qualifying residents in the Jim Hogg,
Starr, Webb and Zapata Counties.
NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
LAREDO THAT:
Section 1: The
City Manager is hereby authorized to execute the contract and accept the grant
and the provisions as set forth by the Texas Department of Health.
Section 2: The
City of Laredo accepts funds in the amount of $199,854 for the HIV Prevention
Project of the City of Laredo Health Department.
Section 3: Revenue line item 226-0000-323-4046 funded by the Texas Department
of
Health is increased from $0
to $199,854.
Section 4: Expenditure line item 226-6070 is increased from $0 to
$199,854.
Section 5: This grant will amend the
City of Laredo’s FTE positions from 3.35 FTEs to 3.32 FTEs: 2 Caseworkers, 1 Health Educator Assistant,
and .32 AIDS Program Coordinator positions.
Section 6: The City Manager is hereby authorized to make transfers
within the
budget as allowable under
the General Provisions of the existing general
contract with the Texas
Department of Health to meet the necessary costs
to accomplish the scope of
work for the project.
