DATE: 02/03/03	SUBJECT: FINAL READING ORDINANCE NO. 2003-O-027 Amending the City of Laredo 2002-2003 budget by appropriating revenues in the amount of $37,722 and expenditures in the amount of $18,000 to the salaries line items and $19,722 in the contractual line item to allow the City of Laredo Health Department to proceed with efficient, quality and cost effective for the period October 1, 2002 through September 30, 2003. The amount of $37,722 will be generated from the increase in certified birth certificate fees approved on July 15, 2002.

PREVIOUS COUNCIL ACTION: On January 27, 2003, Council held public hearing introducing ordinance and instructed staff to proceed with final reading.
BACKGROUND: On July 15, 2002, Council authorized the Health Director to increase the fee of $11.00 to $13.00 for a certified certificate of birth. This increase will provide the city with additional estimated revenues of $37,722. We are requesting authorization to appropriate the amount of $18,000 to personnel and $19,722 to contractual line to allow the City of Laredo Health Department to proceed with efficient, quality and cost effective services.
FINANCIAL: The City of Laredo will receive the estimated amount of $37,722 in additional funds from the implementation of the increased fees approved in July 2002. These funds will be appropriated by increasing revenue line item 226-0000-355-1020 by $37,722. Also, the expenditure line item 226-2912-541-1110 will be increased in the amount of $18,000 and 226-2912-543-5500 by $19,722.
RECOMMENDATION:		STAFF: Recommends that Council approve ordinance.

ORDINANCE NO. 2003-O-027

Amending the City of Laredo 2002-2003 budget by appropriating revenues in the amount of $37,722 and expenditures in the amount of $18,000 to the salaries line items and $19,722 in the contractual line item to allow the City of Laredo Health Department to proceed with efficient, quality and cost effective for the period October 1, 2002 through September 30, 2003. WHEREAS, on July 15, 2002, Council authorized the Health Director to increase the fee of $11.00 to $13.00 for a certified certificate of birth. This increase provided the city with additional revenues of $37,722; and

WHEREAS, we are requesting authorization to appropriate the amount of $18,000 to personnel and $19,722 to contractual to allow the City of Laredo Health Department to proceed with efficient, quality and cost effective services

NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

Section 1: The City Manager is hereby authorized to appropriate the amount of $37,722 in new revenues from the Vital Statistics Division.

Section 2: Revenue line item 226-0000-355-1020 be increased by $37,722.

Section 3: Expenditure line item 226-2912-541-1110 be increased from $174,295 to $192,295, and 226-2912-543-5500 be increased from $0 to $19,722.
