BACKGROUND: The purpose of
Project Alcance is to educate and empower families to access
the health care delivery system, maintain wellness through prevention and/or
optimum management of chronic illness.
During the first year, families were educated on how to access the
health care system through better understanding of when, where and how to use
the system. Awareness and outreach
were also provided on important health care needs including maternal and
child health, nutrition, growth and development, immunizations and sanitation. Understanding the need for timely and
appropriate health care through these efforts enforces the need for primary
care access, early detection and appropriate public health preventive
services use. Finally, families were also made aware of and
connected to special programs such as Texas Health Steps (THS), Children’s
Health Insurance Program (CHIP), Medicaid and managed care services. The outreach education workers - promotoras
- who know the community and are many times neighbors of the families
they serve, conduct health educational activities in homes, churches,
schools, employment institutions, clinics and rural communities. Project Alcance also ensures the
utilization and continuity of these services through multiple follow-up promotora
home visits/contacts, which establishes and maintains an open, continuous and
trustworthy line of communication with the client and the community. The local Project Alcance is funded by a
grant from the Health Resources Services Administration (HRSA) awarded to and
administered by Driscoll Children’s Health Plans in Corpus Christi. BUDGET ON PAGE 2 |

FINANCIAL: The City of Laredo will receive $21,000 for
Project Alcance of the City of Laredo Health Department for the period
beginning September 1, 2002, through August 31, 2003. The revenue account
number for this grant is 226-0000-321-4003
and the expense account number is 226-6094. |

Authorizing the City Manager to amend the City
of Laredo FY 2001-2002 annual budget by appropriating revenues and expenditures
in the amount of $21,000 for Project Alcance. The Driscoll Children’s Health Plans of
Corpus Christi has awarded this grant to the City of Laredo Health Department
for the period beginning September 1, 2002, through August 31, 2003.

NOW,
THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:
Section 1: Revenue
line item 226-0000-321-4003 funded by the Project Alcance is hereby
increased from $0 to $21,000.
Section 2: Expenditure line item 226-6094 is hereby increased from $0 to
$21,000.
Section 3: The City Manager is hereby authorized to make
transfers within the budget as allowable under the general contract with the
Driscoll Children’s Health Plans of Corpus Christi to meet the necessary costs
to accomplish the scope of work for the project.
