SUBJECT: FINAL READING #2003-0-029 Authorizing the City
Manager to amend the City of Laredo’s 2002-2003 annual budget in the amount
of $77,300 to fund the Laredo Multi-Agency Narcotics Task Force Intelligence
Initiative. The
Office of the Governor, Criminal Justice Division will now be designating
$1,075,415 and the City of Laredo and participating agencies will designate
$427,644 in matching funds for a total amount of $1,503,059. Funding will be used to pay salaries,
fringe benefits, direct operating expenses, and equipment from December 1,
2002 through May 31, 2003; and accepting the supplemental grant in the same
amount. |

|
BACKGROUND:
The City of Laredo has been the
Grantee agency for the past 13 years of the Laredo Multi Agency Narcotics Task Force. The Task Force works together with all law
enforcement agencies to enforce Federal and State narcotics laws in the City
of Laredo, and the counties of Webb, and Zapata. This grant pays
for salaries, benefits, direct operating expenses and equipment.

ORDINANCE # 2003-0-029
Authorizing
the City Manager to amend the City of Laredo’s 2002-2003 annual budget in the
amount of $77,300 to fund the Laredo Multi-Agency Narcotics Task Force
Intelligence Initiative. The
Office of the Governor, Criminal Justice Division will now be designating
$1,075,415 and the City of Laredo and participating agencies will designate
$427,644 in matching funds for a total amount of $1,503,059. Funding will be used to pay salaries, fringe
benefits, direct operating expenses, and equipment from December 1, 2002
through May 31, 2003; and accepting the supplemental grant in the same amount.
Whereas, the City Council previously adopted the budget for fiscal year
2002-2003; and
Whereas, grant funds are awarded
through the Governor’s Office Criminal Justice Division; and
Whereas, the Chief of Police recommends the approval of the budget; and
Whereas, the total amount of the grant is now $1,075,415 and the City of Laredo
and participating agencies are designating $427,644 in match funds for a total
funding of $1,503,059 to fund the Laredo Multi-Agency Narcotics Task Force; and
Whereas, in the event of loss or
misuse of CJD funds, the governing body assures that the funds will be returned
to CJD in full.
Whereas, the City Manager is authorized to amend the current
number of full-time equivalent positions from 11.5 to12.5 with the addition of
1 police officer position.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY
COUNCIL OF THE CITY OF LAREDO THAT:
Section
1: The Laredo Narcotics Task Force
2002-2003 supplemental grant be accepted in the amount of $77,300.

2: The City of Laredo’s 2002-2003
Annual Budget is hereby amended in the amount of $77,300 for the Laredo
Multi-Agency Narcotics Task Force Intelligence Initiative. The Office of the Governor, Criminal Justice
Division will be designating $1,075,415, the City of Laredo and participating
agencies will designate $427,644.
Funding will be used to pay salaries, fringe benefits, direct operating
expenses, and equipment from June 1, 2002 through May 31, 2003.

3: The City
Manager is hereby authorized to amend the City of Laredo’s Full-Time Equivalent
positions by creating 1 police officer position, which will be grant funded.

The FTE’s for
the Narcotics Task Force grant (dept/div. 2307) are two (2) LPD Sergeants, four
(4) LPD Investigators, four (4) LPD officers, one (1) Administrative Assistant
II, one (1) Administrative Secretary and (½) of one custodian in City of Laredo
Fund #224. These positions are to be coded to department division account
#224-2307 beginning June 1, 2002, through May 31, 2003.
