BACKGROUND: The Texas Department of
Health began the reorganization of HIV Planning Areas and Administrative
Agencies in 1999. This reorganization
included funds for administration, planning and evaluation services in ten
planning areas including Texas, including South Texas (Laredo and Harlingen
HSDAs). The first step in this
process was to develop a set of core competencies required of Administrative
Agencies (AA). As a result, the South
Texas Development Council (STDC) was selected as the Administrative Agency
for South Texas which includes Harlingen and Laredo HSDAs. The primary role of the
STDC, the AA, is to apply for and
manage TDH funds and programs for the provision of HIV services. An administrative agency is authorized to
receive funds from the TDH and distribute them according to the service
priorities established in the HIV care plan. The HIV/AIDS HOPWA Project
provides housing rental assistance, and/or an emergency housing assistance
program consisting of short-term rent, mortgage, and/or utility payments to
meet the needs of low income individuals with AIDS. These services will be provided to residents in the Health
Services Delivery Area (HSDA) which includes the counties of Jim Hogg, Starr,

FINANCIAL: The City of Laredo will receive $94,409 for the
HIV/AIDS Housing Opportunities for Persons with AIDS Project (HOPWA) of the City
of Laredo Health Department for the period beginning February 1, 2003,
through January 31, 2004. The revenue account is 226-0000-323-4058 and expenditure account is 226-6072. |

ORDINANCE NO. 2003-O-043
Amending the City of Laredo FY 2002-2003 annual budget by appropriating revenues and expenditures in the amount $94,409 from the South Texas Development Council for the HIV/AIDS Housing Opportunities for Persons with AIDS Project (HOPWA) of the City of Laredo Health Department for the period beginning February 1, 2003, through January 31, 2004.
WHEREAS, the Texas Department of

NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
LAREDO THAT:
Section 1: The
City Manager is hereby authorized to execute the contract and accept the grants
and their provisions as set forth by the STDC.
Section 2: The
City of Laredo accepts funds in the amount of $94,409 for the HIV/AIDS HOPWA
Project of the City of Laredo Health Department.
Section 3: Revenue
line item 226-0000-323-4058 funded by
the STDC be increased from $0 to
$94,409.
Section 4: Expenditure line item 226-6072 be increased from $0 to $94,409.
Section 5: The City Manager is hereby authorized to make
transfers within the budget as allowable under the Special Contract Provisions
and General Provisions of the contract with
STDC to meet the necessary costs to accomplish the scope of work for the
project.
