BACKGROUND: The intent of the
Bioterrorism Consequence Management/Automated Disease Surveillance Pilot
Project is to evaluate the ease of implementation and effectiveness of the
software for automated disease surveillance, and/or consequence
management. The project will provide
assistance to physicians and other health care professionals in point-of-care
diagnosis and management of patients who are possible or proven victims of
biological agents and other infectious diseases; provide platform for
syndromic surveillance and reciprocal communications with healthcare
agencies, including common lexicon for signs, symptoms, demographics,
laboratory and imaging date; provides a common lexicon, platform and
connectivity for reciprocal communication among physicians, health
departments and other agencies;
automated reporting for Argus1 data to health departments, hospitals
and other agencies; ongoing tracking
and data analysis; compatible with
medical records program/hospital systems/syndromic surveillance programs; National Electronic Disease Surveillance
System (NEDSS) complaint. The purpose of this
amendment is to include $5,000 that has been awarded in additional funds from
the TALHO for the project. |

FINANCIAL: The City of Laredo will
receive $5,000 in additional funds for the Bioterrorism Consequence
Management/Automated Disease Surveillance Pilot Project of the City of Laredo
Health Department. The revenue
account is 226-0000-323-4093 and
expenditure account is 226-6095. |

ORDINANCE NO. 2003-O-100
Amending the City of Laredo FY 2002-2003 annual budget by
appropriating revenues and expenditures in the amount of $5,000 IN ADDITIONAL
FUNDS from the Texas Association of Local Health Officials for the Bioterrorism
Consequence Management/Automated Disease Surveillance Pilot Project of the City
of Laredo Health Department for the period beginning January 1, 2003, through
August 1, 2003.
WHEREAS, the Texas Association of Local Health Officials
(TALHO) has contracted with the City of Laredo to provide public health
services to residents of Laredo and Webb County through the City of Laredo
Health Department, and
WHEREAS, the intent of the Bioterrorism Consequence Management/Automated
Disease Surveillance Pilot Project is to evaluate the ease of implementation
and effectiveness of the software for automated disease surveillance, and/or
consequence management, and
WHEREAS,
the pilot
project will provide assistance to physicians and other health care
professionals in point-of-care diagnosis and management of patients who are
possible or proven victims of biological agents and other infectious diseases;
provide platform for syndromic surveillance and reciprocal communications with
healthcare agencies, including common lexicon for signs, symptoms,

NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
LAREDO THAT:
Section 1: The
City Manager is hereby authorized to accept the grant award as set forth by the
Texas Association of Local Health Officials (TALHO).
Section 2: Revenue line item 226-0000-323-4093 is hereby increased from $45,000 to $50,000.
Section 3: Expenditure line item 226-6095 is hereby increased
from $45,000 to $50,000.
Section
4. The City Manager is hereby authorized to
amend the budget and to make transfers within the budget as allowable to meet
the necessary costs to accomplish the scope of work for the project.
