READING OF ORDINANCE NO. 2003-O-115 Amending the City of
Laredo FY 2002-2003 Airport Budget to recognize additional revenues from a
Grant Amendment received from the Federal Aviation Administration being Grant
Offer No. 3-48-0136-33-02 increasing the amount from $41,626.00 to $63,543.00
an increase of $21,917.00 for the purpose reimbursing the City of Laredo for
increased law enforcement services provided by the Laredo Police Department
immediately following the tragic event of September 11, 2001. The grant does not require a local match;
providing for an effective date. |

PREVIOUS ACTION: On May 5, 2003, a
Public Hearing was held and the Ordinance was introduced by City Council, and
Staff was instructed to proceed. BACKGROUND: The City of Laredo
submitted an application to the Federal Aviation Administration (FAA)
requesting reimbursement of increased cost of airport security mandated by
FAA as a result of the tragic event of September 11, 2001. This grant is reimbursement for actual services rendered
to the airport by the Laredo Police Department as a result of and immediately
following the tragic event of September 11, 2001. The Airport has already been reimbursed for the increased
security expenses that it incurred.
The amount of reimbursement totaled $ 41,626.00. |

ORDINANCE NO. 2003-O-115
AMENDING
THE CITY OF LAREDO FY 2002-2003 AIRPORT BUDGET TO RECOGNIZE ADDITIONAL REVENUES
FROM A GRANT AMENDMENT RECEIVED FROM THE FEDERAL AVIATION ADMINISTRATION BEING
GRANT OFFER NO. 3-48-0136-33-02 INCREASING THE AMOUNT FROM $41,626.00 TO
$63,543.00 AN INCREASE OF $21,917.00 FOR THE PURPOSE OF REIMBURSING THE CITY OF
LAREDO FOR INCREASED LAW ENFORCEMENT SERVICES PROVIDED BY THE LAREDO POLICE
DEPARTMENT IMMEDIATELY FOLLOWING THE TRAGIC EVENT OF SEPTEMBER 11, 2001. THE GRANT DOES NOT REQUIRE A LOCAL MATCH;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS,
the Federal Aviation Administration has approved an amendment to Grant Offer
No. 3-48-0136-33-02 increasing the amount from $41,626.00 to $63,543.00 an
increase of $21,917.00 for the purpose of reimbursing the City of Laredo for
increased law enforcement services provided to the Airport Department by the
Laredo Police Department immediately following the tragic event of September
11, 2001. The Grant Amendment does not
require a local match, and
WHEREAS, the Airport
Director recommends that the City Council approve the proposed budget amendment
to the City of Laredo FY 2002-2003 Airport Budget to recognize the additional
revenue and to appropriate like expenditures in furtherance of the development
of the Laredo International Airport and as a support to the maintenance and
operation of the Laredo International Airport, and
WHEREAS, the City Council of the City of Laredo is of the
same opinion.
NOW,
THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:
Section 1: The
City Manager be and is hereby authorized to amend the City of Laredo FY
2002-2003 Airport Budget to recognize the additional revenues from an amendment to Grant Offer No.
3-48-0136-33-02 increasing the amount from $41,626.00 to $63,543.00 an increase
of $21,917.00 for the purpose of reimbursing the City of Laredo for increased
law enforcement services provided to the Airport Department by the Laredo
Police Department immediately following the tragic event of September 11,
2001. The Grant Amendment does not
require a local match.
Section 2: This
Ordinance shall become effective upon passage hereof.
