SUBJECT: Final Reading 2003-0-117 Accepting a grant awarded by the Office of the National Drug Control Policy (ONDCP) High Intensity Drug Trafficking Area (HIDTA) in the amount of $688,313 at no cost to the city; and amending the City of Laredo FY 2003 Financial Task Force Budget in the amount of $83,484 to fund the Laredo Financial Disruption Task Force and amend the Special Police Budget in the amount of $5,040 to fund the STX Multi-Agency Drug Related Corruption Task Force. Funds will be used to pay personnel salaries, travel and operational expenses beginning January 1,2003 through December 31, 2003. Also, authorizing the City Manger to amend the City of Laredo FY 2002-2003 Full-Time Equivalents (FTE’s) for account #223-2309 by deleting one Secretary; grant should now reflect (1) one Sergeant, (1) one Investigator, (1) one Officer, and (1) one Administrative Assistant II. Custodian position (.5) will now be funded in account #223-2313. |

BACKGROUND:
The City of Laredo has been the
Grantee agency for the past twelve years for the South Texas High Intensity
Drug Trafficking Area (ST HIDTA) Laredo Police Multi-Agency Financial
Disruption Task Force. The Task Force
works together with other Local, State and Federal Agencies, with its main
focus being the identification and disruption/dismantling of Major Drug
Trafficking Organizations. Funds under the original grant pay
for personnel salaries, overtime, fringe benefits, travel and operating
expenses. The grant is 100% federally funded by the Office of the National
Drug Control Policy (ONDCP) High Intensity Drug Trafficking Area (HIDTA).

Whereas, the City Council previously adopted the budget for fiscal
year 2002-2003; and
Whereas,
100% of the grant funds are federally funded by the Office of the National Drug
Control Policy through the High Intensity Drug Trafficking Area; and
Whereas, funds will be used to pay personnel salaries for one (1)
Laredo Police Sergeant, one (1) Laredo Police Investigator, one (1) Laredo
Police Officer, two (2) Zapata County Attorney Investigators, one (1) Webb
County Sheriff investigator, one (1) full-time Administrative Assistant II, and
travel and operating expenses for the above, plus two (2) additional
Investigators (DPS); and
Whereas,
the described transfer below are done pursuant to the requirements of Section 6.08
of the City Charter.
NOW, THEREFORE, BE IT ORDAINED BY
THE CITY COUNCIL OF THE CITY OF LAREDO THAT:
Section 1: The Laredo Financial Disruption Task Force and STX Multi-Agency Drug Related Public Corruption Task Force grant be accepted in the amount of $688,313.
Section 2: Amending the City of Laredo FY 2003 Financial Task Force Budget in the amount of $ 83,484 to fund the Laredo Financial Disruption Task Force and amend the Special Police Budget in the amount of $5,040 to fund the STX Multi-Agency Drug Related Public Corruption Task Force. Funds will be used to pay for personnel salaries, travel and operational expenses beginning January 1, 2003 through December 31, 2003.
