Residential Site:
The site is currently occupied by the Pan American Mobile Home Park. Surrounding land uses:
The area is almost completely surrounded by vacant and undeveloped
land with the exception of the Pan American Business Park farther to the
southeast. Comprehensive Plan: The Future Land Use Map recognized
this area as Low Density Residential. Transportation Plan:
The Long Range Thoroughfare Plan recognizes Mines Road as a Truck

STAFF COMMENTS The proposed zone change is appropriate at this
location. The applicant is requesting
this zone change because the site is currently zoned AG (Agricultural
District) with a Special Use Permit overlay, authorizing the manufactured
home park, and the applicant’s intention to sell single family, residential
size land units may only be accomplished though a rezone to residential
zoning designation. The proposed R-1MH is appropriate as it will
accommodate the single-family residences already occupying the site and is
consistent with the Comprehensive Plan’s Low Density Residential designation
for this area. Though the Pan
American Business Park does exist within the vicinity of this proposed
residential area, it is sufficiently distant as to pose a negligible
detrimental effect. |

IMPACT ANALYSIS R-1MH (Single Family
Manufactured Housing District):
The purpose of the R-1MH District is to permit subdivisions designed to meet
the dimensional and configuration requirements for manufactured and modular
housing neighborhoods. Is this change contrary
to the established land use pattern? No,
the only established land use pattern in this immediate area is single family
residential (manufactured homes). Would this change create
an isolated zoning district unrelated to surrounding districts?
The
adjoining zoning is AG. Will change adversely
influence living conditions in the neighborhood?
The only established neighborhood in the park itself. Are there substantial reasons why the property can not be used in
accord with existing zoning?
Yes, the existing zoning only allows for agricultural uses. |

ORDINANCE NO. 2003-O-125
Amending the Zoning Ordinance (Map) of the
City of Laredo by rezoning Lot 1A, Block 1, Pan American Mobile Home Park
Subdivision, located approximately at 4502 Game Creek Blvd., from AG
(Agricultural District) to R-1MH (Single Family Manufactured Housing District);
providing for publication and effective date.
WHEREAS, a zone
change has been requested by the owners of Lot 1A, Block 1, Pan American Mobile
Home Park Subdivision, located approximately at 4502 Game Creek Blvd., from AG
(Agricultural District) to R-1MH (Single Family Manufactured Housing District);
and,
WHEREAS, the
required written notices were sent to surrounding property owners at least ten
(10) days before the public hearing held before the Planning and Zoning
Commission on April 21, 2003; and,
WHEREAS, the
Planning and Zoning Commission, after a public hearing, has recommended
approval of the proposed zone change; and,
WHEREAS, notice of
the zone change request was advertised in the newspaper at least fifteen (15)
days prior to the public hearing held before the City of Laredo City Council on
this matter; and,
WHEREAS, the City
Council has held a public hearing on May 19, 2003, on the request and finds the
zone change appropriate and consistent with the General Plan of the City of
Laredo; and,
WHEREAS, the City
Council does not consider the impact, if any, of private covenants and deed
restrictions on the subject property with the adoption of this ordinance; and,
NOW, THEREFORE BE
IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:
Section 1: The Zoning Map of the City of Laredo be and
is hereby amended by rezoning Lot 1A, Block 1, Pan American Mobile Home Park
Subdivision, located approximately at 4502 Game Creek Blvd., from AG
(Agricultural District) to R-1MH (Single Family Manufactured Housing District).
Section 2: This ordinance shall be published in a
manner provided by Section 2.09 (D) of the Charter of the City of Laredo.
Section 3: This ordinance shall become effective as and
from the date of publication specified in Section 2.
