1. Consideration to approve the selection of a general contractor who has provided the best value proposal for the City of Laredo Bridge of the Americas Modification Project (El Portal); authorize the City Manager and staff to enter into contract negotiations with a general contractor and return to City Council at later date for an award of contract; and authorize the City Manager and staff to negotiate with the second best value contractor, should negotiations with the best value contractor fail.

Competitive sealed proposals were received on May 25, 2004. Proposals were received from:

· Leyendecker Construction (Laredo, Texas)

· Marshall Company, Ltd. (Corpus Christi, Texas)

· Satterfield & Pontikes (Houston, Texas)

The proposed Bridge of the Americas Modification Project is located in downtown Laredo along Water Street between Convent and Santa Maria Streets with parking lot improvements south of Water Street. The project also includes, but is not limited to, site and building demolition, new bridge administration building, pedestrian bridge crossing, Water Street park pavilion building, outbound inspection station, and market center building. Site improvements include, but are not limited to, a new off-site sanitary sewer line, on-site outdoor lighting, utility improvements, sidewalk, ramp, plaza paving, road improvements, landscape/irrigation improvements, and retaining wall modifications. Also included in the project is the procurement and installation of special traffic control equipment.

IV. EXECUTIVE SESSION

The City Council hereby reserves the right to go into executive session at any time during this public meeting, if such is requested by the City Attorney or other legal counsel for the City, pursuant to his or her duty under Section 551.071(2) of the Government Code, to consult privately with his or her client on an item on the agenda, or on a matter arising out of such item.
