1. Public hearing and introductory ordinance authorizing the issuance of City of Laredo, Texas, Combination Tax and Revenue Certificates of Obligation, Series 2008A, in the estimated amount of $32,000,000.00 for paying all or a portion of the City’s contractual obligations for the purpose of:

1. Constructing, improving and repairing City streets and sidewalks, together with drainage, traffic and street signalization and lighting improvements;

2. acquisition of municipal equipment and municipal vehicles for various City Departments including Health Department, Parks and Leisure Department, Police Department, Fire Department and Engineering Department;

3. acquiring, constructing, improving and equipping the City’s Parks and Recreation buildings and facilities, design and construction of hike and bike trails and recreations centers, Health Department buildings and Libraries, including land acquisition and right-of-way, construction and design, and major renovations to Municipal buildings,

4. for payment of legal, fiscal, and engineering fees in connection with such projects; approving an official statement, authorizing the execution of a purchase contract, making provisions for the security thereof;

5. and authorizing amendment to City’s budget to appropriate such proceeds for purposes authorized herein; and ordaining other matters relating to the subject.

2. Public hearing and introductory ordinance authorizing the issuance of City of Laredo, Texas Combination Tax and Waterworks and Sewer System Revenue Certificates of Obligation, Series 2008B in the estimated amount of $48,500,000.00, for the purpose of:

1. Constructing, Improving and Extending the Waterworks System and Sewer System including the payment of legal, fiscal and engineering fees in connection with the projects;

2. approving an official statement, authorizing the execution of a purchase contract, making provisions for the security thereof

3. authorizing amendment to the City’s budget to appropriate such proceeds for the purpose authorized herein;

4. ordaining other matters relating to the subject.

3. Public hearing and introductory ordinance authorizing the issuance of City of Laredo, Texas International Toll Bridge System Revenue Bonds, Series 2008 for the purpose of:

1. improving and construction expansion of inspection station (Lanes) for Bridge No. IV;

2. approving an official statement, authorizing the execution of a purchase contract, and the execution of an escrow agreement and ;

3. authorizing amendment to the City’s budget to appropriate such proceeds for purposes authorized herein, and authorizing and ordaining other matters related to the subject.

VI. STAFF REPORT

4. Presentation of Parks Open Space Master Plan by Miguel Pescador, Parks and Leisure Services Director, with discussion and possible action.

5. Status report regarding setting a priority for major capital improvements to include the water park, convention center and a baseball stadium, with possible action.

VII. EXECUTIVE SESSION

The City Council hereby reserves the right to go into executive session at any time during this public meeting, if such is requested by the City Attorney or other legal counsel for the City, pursuant to his or her duty under Section 551.071(2) of the Government Code, to consult privately with his or her client on an item on the agenda, or on a matter arising out of such item.

6. Request for Executive Session pursuant to the Texas Government Code, Section 551.074 to deliberate the appointment, employment and duties of the Chief of Police; and return to open session for possible action thereon.

VIII. ADJOURNMENT
