V. INTRODUCTORY ORDINANCE
2. Authorizing the City Manager to execute a lease assignment between
the City of Laredo and Tri-Group International, Inc., as Assignor,
and Granitos Naturales of North America, Inc., as Assignee, for
approximately 16,000 square feet constituting Building No. 60
located at 4810 Maher Avenue at the Laredo International Airport.
3. Authorizing the City Manager to execute a Lease Agreement between
the City of Laredo, as LESSOR, and Smith Helicopters, Inc., as
LESSEE, for a tract of land containing approximately 74,053 square
feet located on Block No. 1, as recorded in Volume 5, Page 1, Plat
Records of Webb County, Texas, said property is located at the
Laredo International Airport and is further described by metes and
bounds description. Lease term is for twenty (20) years commencing
on January 1, 1999 until December 31, 2 019 plus two consecutive ten
(10) year renewal option periods until December 31, 2039. The
initial monthly rent is $1,172.50 and the rent shall be adjusted
annually based on changes in the Consumer price index and at each
ten-year anniversary based on fair market rent appraisal on the
lease premises.
4. Authorizing the City Manager to terminate a lease agreement dated
January 19, 1987, approved by Ordinance No. 87-O-11 and authorizing the
City Manager to execute a lease agreement with Dr. E.H. Borchers, Jr.,
for approximately 4,272 square feet constituting Building No. 910
located at 4403 North Daughtery Avenue at the Laredo International
Airport. Lease term is for two years commencing on November 1, 1998 and
ending on October 31, 2000 and may be extended for ten one-year options
until October 31, 2010. Monthly rental shall be $1,482.50 and will be
adjusted annually during the primary and extension terms according to
changes in the Consumer Price Index.
5. To waive parking fees at the Laredo Transit Center for patrons at the
garage between 6:00 p.m. and 11:00 p.m. on Friday, December 11, 1998,
subject to a $100.00 contribution by the Centro Iturbide Street
Association. The parking fees will be waived in order to support the
association's "December Fest" Mall Opening Festival, a community event
in Downtown Laredo.
VI. FINAL READING
6. 98-0-302 Authorizing the City Manager to execute an agreement
providing for possible reimbursement of part of the cost of
constructing a sanitary sewer line incurred by Gerardo G.
Salinas, part owner and developer of Hilltop Subdivision, Phase
II. The total amount of reimbursement is $48,561.01 and will
be paid to Gerardo G. Salinas as adjacent property owners
connect to the system. (City Council)
7. 98-0-303 Authorizing the City Manager to execute an agreement
providing for possible reimbursement of part of the cost of
constructing a water line incurred by Gerardo G. Salinas, part
owner and developer of Hilltop Subdivision, Phase II. The
total amount of reimbursement is $12,344.19 and will be paid to
Gerardo G. Salinas as adjacent property owners connect to the

8. 98-O-304 Ordinance amending the contract with the Texas Department of
Health and budget in the amount of $2,000 in additional funds
for the Chronic Disease Prevention Program, Breast and
Cervical Cancer Control Project (BCCCP), of the City of Laredo
Health Department for the period beginning September 1, 1998,
through August 31, 1999. (City Council)
9. 98-O-305 Ordinance authorizing the approval of the general provisions
contract with the Texas Department of Health and approval of a
budget in the amount of $183,186 for the Tuberculosis
Prevention/Control Project of the City of Laredo Health
Department for the period beginning January 1, 1999, through
December 31, 1999. (City Council)
10. 98-O-306 Ordinance amending the contract with the Texas Department of
Health and budget in the amount of $149,000 for the HIV/AIDS
Prevention and Education Project of the City of Laredo Health
Department for the period beginning January 1, 1999, through
December 31, 1999. (City Council)
VII. RESOLUTIONS
11. 98-R-195 Authorizing the City Manager to accept a grant from the Texas
Department of Health in the amount of $142,492 for the Neural
Tube Defects Project of the City of Laredo Health Department
for the period beginning October 1, 1998, through September
30, 1999.
VIII. MOTIONS
12. Authorizing the City Manager to enter into an Interlocal Agreement between
the City of Laredo and the County of Webb for the purpose of allowing the
City of Laredo to place a modular building on land adjacent to the El Cenizo
Community Center, at no rental cost, to house the WIC Program and to
authorize the City of Laredo to extend the appropriate utility connections
to the building. The term of the agreement shall be for five years
beginning October 1, 1998, through September 30, 1999.
13. Approval of construction plans and authorization to advertise for bids
for the construction of sidewalk improvements for the Trautmann, Alma
Pierce and Amparo Gutierrez Elementary Schools and related improvements
with tentative award on January 4, 1999. Funding is available in the
Alma Pierce, Trautmann, and Calle Del Norte Sidewalk.
14. Authorize the rejection of the two bids received for the disposal of
the used and scrap tires at the City of Laredo land fill and authorize
the solicitation of new bids. One bid was not signed and cannot be
considered and the other bid far exceeded the budgeted allocation. With
City Council approval, staff will revise the bid documents and will
present a recommendation for an award of contract at the City Council
meeting of December 7, 1998.
15. Approval of professional services agreement with selected consultant,
AU Courant Environmental Inc., Laredo, Texas for the hazardous material
guidance manual and the educational component. The hazardous material
guidance manual translates the City of Laredo's Ordinance No. 97-O-332
(Hazardous Materials Ordinance) into layman's terms for the benefit of
the regulated community. The educational component will consist of
materials required to conduct educational sessions for the regulated
community.
16. Authorizing the City Manager to enter into a parking agreement with
Avance-Laredo to park a passenger van at the Katherine Tarver
Recreation Center overnight on a daily basis.
IX. CITY MANAGER'S REPORT
17. Requesting Council's opinion on the scheduling of update reports for
the following water projects:
1. Closure of Aquifer Storage & Recovery Project
2. Update on USGS Well inventory
3. Strategy to develop a groundwater development plan
The presentation will take approximately 5-10 minutes each with
additional time needed for questions and answers. The proposal is to
do it at a regular council session, to schedule an evening workshop or
a working luncheon.
18. Presentation regarding the Zacate Creek Beautification Project.
19. Approval of Hotel/Motel Fund Aid to Other Agencies contracts for the
Fiscal Year October 1, 1998 through September 30, 1999, in the amount
of $360,264.
20. Approval of General Fund Aid to Other Agencies contracts for the Fiscal
Year October 1, 1998 through September 30, 1999, in the amount of
$516,893.
21. Request for authorization to settle pending lawsuit styled Jaime Jalomo
v. City of Laredo Cause No. 97CVQ00427D in the 111th District Court of
Webb County, Texas, in the total amount of $65,000.
22. Request for Executive Session pursuant to Texas Government Code Section
551.072 in regards to deliberating the purchase, exchange, lease, or
value of real property because deliberation in an open meeting would
have a detrimental effect on the position of the governmental body in
negotiations with a third person, and return to open session for
possible action.

overweight/oversize cargo at the Traffic Department so that they can
be solicited and issued electronically through a computer via
internet or other type of computer submission.
2. Discussion and possible action to amend section 19-458 of ordinance
98-O-060 which reads "movement restricted" of an oversize vehicle
escort which can not operate between the hours of 7:00 to 9:00 a.m.
and 4:30 to 6:30 p.m. Monday through Friday and possible mirror the
State of Texas Escort Law to transport during daylight hours.
Daylight hours being defined as 30 minutes before sun up and 30
minutes after sun down.

1. Discussion and possible action to ease traffic circulation and
congestion along IH-35, Calton Road, Saunders Street, and other
street paving project areas currently being worked on by the
local Texas Department of Transportation Office.
