V. COMMUNICATIONS AND RECOGNITIONS
Announcements
Maria Elena Guzman, Katy Gutierrez, Gazelle Sandoval, Bonnie
Guzman, Ludy Guerrero, Jr., Mike Garza, Erika De La Cruz, Lucy Agredano, Vivian
Guzman and Andrea Guevara appeared before Council to announce an event called
“God Stalk” that will be held April 28, 2001 at Veteran’s field from noon to
10:00 p.m.
Mayor Flores encouraged the youth to contact the Parks and
Recreation Department for ideas or assistance that would later be presented to
council.
Damian Weiss, a concerned professional driver, gave a suggestion
to Council in reference to allowing local brokerages to inspect equipment,
administer drug testing and scale trucks entering into the United States from
the Mexico border. He feels that it
would generate revenues for the City and would suppress national concern.

VI. PUBLIC HEARINGS
1.
Public hearing amending the Zoning Ordinance (Map) of the City of Laredo
by rezoning Lot 1, Northgate Plaza Subdivision, located at 5820 San Dario Ave.,
from B-3 (Community Business District) to B-4 (Highway Commercial
District). The Planning and Zoning
Commission recommended denial of the proposed zone change and approval of a
Conditional Use Permit for a sales office of modular homes. This is an appeal from an unfavorable
recommendation from the Planning and Zoning Commission.

Amending the Zoning Ordinance (Map) of the City of Laredo by
rezoning Lot 1, Northgate Plaza Subdivision, located at 5820 San Dario Ave.,
from B-3 (Community Business District) to B-4 (Highway Commercial District);
providing for publication and effective date.

Ron Whitehawk, on behalf of Armadillo Homes and International Bank
of Commerce, spoke in favor of the zone change. He asked to amend condition # 10 by including the words “where
needed” at the end of the sentence.
Mayor Flores read a letter from James K. Jones Development Company, owner of Auto Plaza Center, who
opposed the zone change or a Conditional Use Permit.
Javier Pena stated that they would accept a two (2) year term as a
Conditional Use Permit.
Motion to close the public hearing and
introduce as a Conditional Use Permit, which would be not only limited to a
two-year term but not subject to being renewed or extended, also, to include
“where needed” at the end of the tenth condition.

The Planning and Zoning Commission recommended approval of the proposed
zone change.

northwest corner of Atlanta Dr. and Killam Industrial Blvd., from R-1A (Single

District, Planned Unit Development); providing for publication and effective
date.

Steve Snow spoke in favor of the zone change.
Cm. J. Valdez asked the City Manager to instruct
staff to initiate a study on the wetlands, rather than contracting the survey
to the private sector. He added that an
agreement should be reached with the developer if the wetlands are
damaged.
Cynthia Collazo, Assistant City Manager, stated that employees of
the City have not performed a survey on wetlands.

an unfavorable recommendation from the Planning and Zoning Commission.
